CM launches ILP portal for DCs & LCs

Imphal, December 23 2022: Chief Minister N Biren Singh has stated that concerted efforts from all sections of the society including the media are needed to face the challenges threatening our identity, survival and future.

He was speaking at the launch of an Inner Line Per mit (ILP) Portal for Deputy Commissioners and Labour Commissioners at the Chief Minister's Secretariat, here, on Friday.

The launch programme was attended by Additional Director Generi of Police (ADGP) Ashutosh Kumar Sinha, commissioner T Ranjit, Deputy Inspector General of Police (DIG) Ningshen Worngam, Deputy Commissioners (DCs), Superintendents of Police (SPs) and other government officials among others.

Speaking on the occasion, CM N Biren informed that the portal has been launched with new development added to the earlier ILP system, in consultation with the Department of Information Technology, ILP Cell and Home Department.

The portal has been upgraded considering the importance of saving the indigenous population of the state and also for the convenience of visitors from outside the state in applying for ILP permits.

The CM also informed that ILPs were issued earlier manually at Mao Gate, Airport and Jiribam and later, issued through online portal.

With the launch of the portal, the ILPs can now be issued by Deputy Commissioners and Labour Commissioners too through online, he added.

Mentioning that people from outside the state can apply online for ILP permits through its web portal www.manipurilponline.mn.gov.in, Biren informed that Temporary Permits are given for 30 days, Regular Permits for 3 months and that of Labour Permits for 1 year.

He added that the permit could be downloaded from the portal.

As most people who come from outside the state are labourers, Deputy Commissioners have also been authorised to issue Labour Permits.

He continued that the application for applying ILP permits could also be downloaded from Google Play Store.

The CM further mentioned that a bar code has been put in the permit, through which the identity of the possessor can be established by scanning.

Through this system, duplicity and fraud on ILP could be checked, he said, adding that a face identification system would also be implemented soon.

Mentioning the arrests of people staying in the state with fake IDs, he stressed the need to know the intention of those people for their stay in the state with fake IDs.

He then raised concern over the seriousness of the issue, and further stressed the need to tackle the issue jointly.

Maintaining that the state government has been working at its best level to check those people illegally staying in Manipur, Biren sought support from the people of the state and appealed to the public to inform the authority concerned if they find any suspicious non-local in their areas.

Informing that the state police would start visiting house-to-house to check those staying as tenants with fake documents, he urged those who rent out their space, to inform if such outsiders are staying at their houses.

He warned that landlords who are intentionally providing space to those with fake documents would be regarded as criminals and action would be initiated against both the landlords and tenants.

Concluding his speech, he urged people from outside, who are willing to visit the state, to take advantage of the portal in applying for ILP permits.
