BSEM, COHSEM accountable for question leak: SSUM

Stating that Board of Secondary Education, Manipur (BSEM) and Council of Higher Secondary Education, Manipur (COHSEM) should be held accountable for the frequent leak of Class X and XII question papers, Socialist Students' Union of Manipur (SSUM) opined that appointment of examinations SOs and OCs without proper scrutiny or fulfilment of basic criteria could be one of the reasons for such scams.
In a release, SSUM general secretary Thiyam Bikash Luwang pointed out that as the SOs or OCs concerned are the only officials authorised to collect the sealed question papers from the nearest police station there is remote chances of non-authorised persons accessing and leaking the question papers prior to conduct of examination.
As these officials are appointed with consent of the BSEM and the COHSEM the examination conducting authorities should be held accountable for the leakage of question papers, he reasoned.
Expressing hope that those found involved in question paper leak cases would be punished in accordance with the law already passed in the state assembly, the secretary also demanded that the schools involved be de-recognised and banned from serving as examination centres.
Furthermore, if government teachers are found to be involved in the question leak, they should be terminated from service, Bikash insisted.
He further expressed that if BSEM and COHSEM are unable to appoint qualified SOs, OCs, question setters, and examiners, the responsibility for such crucial examination should be entrusted to a more competent entity.
