Arms holders should renew license in time: CM
Civil work component for repairing of Imphal barrage will be completed within 36 months: Awangbow

Imphal, March 01 2023: On the eighth day of the 3rd Session of 12 th Manipur Legislative Assembly on Wednesday, leader of the House N Biren Singh, who is also in-charge of Home, stated that the order for submitting arms licenses along with the arms was issued not only for a particular district but for statewide protection and prevention of unauthorised arms.

He was replying to a calling attention motion moved by MLAs Vungzagin Valte and Paolienlal Haokip on issuance of notification by District Magistrate, Churachandpur, to submit arms licenses along with the arms.

Biren stated that killing cases in the state by license gun holders have increased over the past 2-3 years, with around 10 cases recorded till date.

As such, he instructed the District Magistrates and Superintendents of Police to.

examine the purpose carefully before issuing of arms license.

He also informed the House that arms license holders should renew their licenses every 2 years, failing which it would be considered as illegal.

The government's notice is to allow responsible gun owners renew their licenses if they failed to do so and to identify those misusing the same.

There are reports of some criminals in Imphal holding license guns.

The licensing authority concerned approves the license of mostly those who have threat on their lives, under the Arms Act, and the same can inspect the gun, as is normal procedure, Biren said.

The CM continued that no gun license will be given if the criteria is not met, adding that the government is only trying to streamline the overall process.

Although Wednesday happened to be the last day for gun owners to surrender their license as well as the gun(s), the government has decided to extend the deadline till March 15, he informed.

Responding to a question raised by MLA Kh Loken Singh over the delay in repairing Imphal Barrage even after issuance of the work order, Water Resources minister Awangbow Newmai stated that Civil Work Component for repairing of Imphal Barrage, which will involve an amount of Rs 44.56 crore, was given to M/S Keystone Infra Pvt Ltd on June 24, 2021 and will be completed within 36 months.

Meanwhile, the Hydro-Mechanical Component work involving Rs 44.11 crore, was given to M/S OM Metals Infra-projects Ltd.

on March 26, 2022 and a target has been set to complete the same within 36 months as well.

He further stated that minor repairing done on Canal No.1 and 2 of Imphal Barrage was carried out on July, 2021 and there is a plan to renovate them.

He then informed that the river banks from Imphal Barrage to Chabung Company including Tarang Stream at Kh Ibohal portion, Kakching Khunou and Tarang River at Tarang Bazar area will be repaired as well.

The minister further said that design of Gate No 2 of the Barrage needed to be redesigned.

After the design is made and approval received for the same, efforts will be made to complete the work within the stipulated time, he assured the House.

Responding to another question raised by MLA Loken regarding relief fund for Wangoi AC, Awangbow, who also holds the charge of Relief and Disaster Management, informed that a total of Rs 1,00,72,200 has been sanctioned for Wangoi AC from 2017 till date from the Department's fund and as such, there is no pending amount left for the constituency.

He continued that when natural calamities occur, the District Disaster Management Authority led by the DC conducts verification after which the funds are released at the appropriate rates.

For 2022, relief funds for the natural calamities were released immediately.

Other than this, fund for destruction/damages to property have not been released.

The committee concerned is closely examining the reports collected through the DCs concerned, the minister stated.
