Striking BSEM employees warned of action

Education minister Th Basanta Kumar, on Tuesday, said that disciplinary actions will be taken up against employees of the Board of Secondary Education Manipur (BSEM) if they are not cooperating with the govern ment in its efforts to conduct examinations and distribute books and uniforms in time.
Addressing the media at DIPR auditorium, minister Basanta said BSEM is making all out efforts to conduct the HSLC examination in time.
Under the new National Ed ucation Policy (NEP) 2020, class 9 to 12 would be clubbed into a single unit and the most important examination in a student's career would be the class 12 examination, he informed while adding that BSEM will no longer exist under this new policy, framed by experts considering the negative impact of academic pressure among children at younger age.
In this line, the state had introduced grading system in matric examination and no toppers have been announced from last year.
Nevertheless, the state government is conducting the HSLC examination this year, and whether the examination will continue next year or not will be decided later, he informed.
Regarding the issue surrounding the appointment of the chairman of BSEM, the minister said that the protest is unreasonable.
In the past, no notifications were issued to appoint the chairman.
However, the BJP government streamlined the process and issued relevant notification.
The department received five applications, and after perusing their eligibilities, Akham Joykumar was appointed as the chairman as he had the highest qualification, reasoned the minister.
As for the allegation of skipping DPC, Basanta Kumar said, there is no mandate for conducting DPC for the post.
The allegation of appointing a retired official as the chairman of the board is also baseless, the minister said while adding that the state cabinet, on March 3 this year, approved 65 years as the age limit for the post of the BSEM chairman.
The same is also in regulation in the COHSEM.
If the BSEM employees have evidence of wrongdoings by the chairman in question, the department would not hesitate to take up appropriate actions if the concerned employees submit the evidence to the department.
He had personally met the protesting staff and appealed to them to withdraw their protest, he said and urged them to cooperate with the education department in conducting the HSLC examination, and make available textbooks for the next session in time.
He also warned that disciplinary actions will be initiated against the employees if they continue media persons that appropriate legal actions will be taken up against the imposter, who claimed himself to be a question setter of BSEM and duped many.
With regard to the issue of delaying students' union election for DM University, Basanta Kumar said that the department has to seek view from the home department considering the volatile situation in the state.
After reviewing the situation, the government has initiated the process for conducting the election by January 5.Results will be declared on the same day, he said and added that the government is making preparations to make the election peaceful.
He further informed that the process for appointment of a regular vice-chancellor of DM University had begun from July 10 after the former VC retired in April this year.
However, the process was disrupted by the Lok Sabha elections.
Since DMU is run under the advice of a syndicate, a new syndicate was tification, 11 persons applied for the post of the vice-chancellor.
The Syndicate will form a three-member Search Committee and select the VC after three rounds of meeting.
Prof Sanjay Singh, the vice-chancellor of Dr Sakun-tala National Rehabilitation University, chairman of the Search Committee, was appointed by University Grants Commission (UGC).
The two other members are retired Lt Gen Himalay Konsam and Prof Elangbam Bijoy.
All of them are prominent academicians and men of integrity.
Since the Governor is the chancellor of the University, his approval is needed.
The process was delayed as the Governor also looks after Assam.
The Search Committee had held the first round of meeting virtually and the second round of meeting.
will be held in Lucknow on December 30.After that, the schedule and venue of the third round of meeting will be decided to select the right candidate for the post of VC, the minister said.
