MMPTB launches Online Property Tax Platform

The Manipur Municipality Property Tax Board (MMPTB) achieved a major milestone on Thursday with the official launch of its Online Property Tax Platform for 26 Municipal Councils across the state.
The platform was formally launched by chief secretary PK Singh during a ceremony held at the conference hall of the Manipur Secretariat, South Block.
In his address, PK Singh commended the MMPTB team for their diligent efforts and underscored the importance of comprehensive training to ensure the platform's effective implementation.
He highlighted the critical need for capacity building, transparency, and the enhancement of door-to-door services to maximise accessibility.
The launch event featured a live video interaction with Manpreet Singh, chief programme officer of National Urban Digital Mission, along with the screening of an instructional video on property registration, aimed at guiding users through the platform.
The ceremony was attended by several distinguished dignitaries, including H Deleep Singh (retd IAS), chairman MMPTB; N Ashok Kumar, commissioner Finance; N Kheda Varta Singh, secretary Revenue; Ng Uttam Singh, director MAHUD; O Nodiachand Singh, director MARSAC; K Chandrakumar Singh, municipal commissioner IMC; and Th Harikumar Singh (retd MMAS), CEO Imphal City Ltd, along with senior officials, including CEOs, EOs, and representatives from various Municipal Councils.
This digital rollout was the culmination of years of strategic planning, collaboration, and dedicated effort from various stakeholders.
A pivotal moment in the development process was the signing of a Memorandum of Understanding (MoU) between the National Institute of Urban Affairs (NIUA) and MMPTB in May 2022.With this agreement, Manipur became the first Indian state to sign under the National Urban Digital Mission of the Ministry of Housing and Urban Affairs (MoHUA) .
The NIUA played a crucial role in providing financial and technical assistance throughout the project.
Deloitte Touche Tohmatsu India LLP, selected from an empanelled list of implementing agencies, was commissioned to design and deploy the platform using the UPYOG framework.
Since their onboarding in June 2023, Deloitte has delivered the project with professionalism and technical precision.
The newly launched platform provides a unified digital interface offering a wide range of services, including property registration, self-assessment, tax payment, and the processing of applications for property amalgamation, separation, and mutation.
Training on the new system has been successfully completed by designated officers and staff from all Municipal Councils, in addition to 12 students from Manipur Technical University (MTU).
The town of Moirang has been identified for the initial pilot rollout of the platform, which is set to begin next month.
Key features of the platform include a digital system for property registration, an official verification and approval process, and payment mechanism for property tax.
Additionally, the platform enables Comprehensive data analytics for various processes.
Manipur comprises 27 Urban Local Bodies (ULBs), consisting of one Municipal Corporation and 26 Municipal Councils.
As per the Manipur Municipalities Act, 1994, all municipalities are expected to implement property tax collection from the current financial year/assessment year 2025-26.One of the most essential components of this implementation is the transition to an online system.
To meet this requirement, the MMPTB has developed and launched a centralised web application specifically for the 26 Municipal Councils (excluding IMC) .
This initiative is expected to bring increased transparency, convenience, and ease of access to municipal services, thereby improving both governance and citizen experience.
The state government has made concerted efforts to ensure that the new system operates as an integrated solution, enabling all 26 Municipal Councils to manage property taxation through a single platform.
