Imphal, January 24 2009: STATE GOVERNMENT has decided to clear the pending admitted outstanding of execution of contractual works under a new guidelines/norms which should be follow while discharging of committed liabilities for the contractors, an official source said today.

It is a consideration on the part of the state government for some time in the past the matter regarding non-payment of admitted outstanding dues arising out of execution of contractual works in pursuance of the order and judgment of the high court on September 28 last, the source said.

Under the new guidelines, concern departments have been asked to prepare a division-wise list of contractors to whom money is admitted to be due on account of authorized contract works executed and completed satisfactory.

While submitting the lists, the departments should name of the work, name of agency, sanctioned estimate, works order no.and date, date of commencement of the execution of works, date of completion of works and date of submission of claims.

Among other the guidelines stated that the authorized work should be within the funds available under the departmental budged for the particular heads of the account during the financial year concerned in which relevant orders were issued by the competent authorities.

Only the claims of the "registered contractors" will entertain and the funds available for discharge of pending liabilities will be earmarked within the head of account separately in consultation with the finance department, the guidelines stated.

It further stated that the refund of "security deposit" of the claims should be within the certified admitted liability by the heads of the department/chief engineers concerned and the liabilities will be released only for those contractors to whom money is due for the works executed and completed satisfactorily.

Additional principles to be incorporated while discharging admitted liabilities, the new guidelines stated adding that all claims certified as admitted liability by the head of departments/ chef engineers concerned.

Any claim will be entertained only if it is lodged before competent authorities within a period of three years from the date of payment becoming due.

The liabilities will be disposed off on a first come first served basis, the source said adding that all concern departments have been asked to compliance with the newly drawn guidelines.
