PIL filed against UNC blockade

Imphal, September 10 2014: A Public Interest Litigation (PIL) has been filed against the ongoing blockade on national highways imposed by United Naga Council (UNC) from September 4 last.

RK Joysana Singh, a resident of Moirangkhom Sougaijam Leikai, Imphal filed the PIL to the High Court of Manipur on September 5 last.

In the Public Interest Litigation, the ruling on which is still awaited, the Union Home Secretary, the Chief Secretary of Manipur and the DGP, Manipur are in the list of respondents - number one, two and three, respectively while President and secretary of United Naga Council are also included.

Earlier on different occasions, RK Joysana had also filed PILs to the court against the economic blockades called by the UNC and the Sadar Hills District Demand Committee.

Consequent to his PIL, a number of persons were proclaimed as 'Wanted' or 'Offenders' with announcements of rewards on their arrest, applicant RK Joysana recalled.

'Economic blockade not only violates human rights of affected people, but it is also against the Constitution of India and the law of the land.

The state and the Centre need to generate this awareness among the people', said Joysana while stressing that both the governments have to teach a lesson to the perpetrators who utilize the blockade as means of frequent agitations.

Reiterating that the Supreme Court of India had also pronounced earlier that economic blockade is illegal, Joysana said people of Manipur as a whole should stand up against the economic blockade which imposes artificial hardships to the people including students and players.

RK Joysana, who filed the PIL against the highway blockades on more than one occasion, is a retired Administrative Officer of Manipur pollution Control Board.

He has been presidents of various sports bodies like Kick Boxing Association of Manipur, Floorball Association of Manipur, Rope Skipping Association of Manipur, Flying Disc Association of Manipur, Pelota Vasca Association of Manipur, Boules Sports Association of Manipur and Super Cricket Association of Manipur.

Joysana is also associated with a number of organizations in his capacity as Life member.

He is also the executive member of Indian Kick Boxing Association.
