Delivering the welcome address, CADA general secretary Takhellambam Geetchandra Meitei said the programme aims to address the drug problem by tackling it at the family level.
He highlighted that Manipur and Assam which face highest drug-related issues in India have been identified for conducting the programme.
The programme is a three-month initiative, being implemented in Manipur under the Ministry of Social Justice and Empowerment and state's Social Welfare department, by CADA.
CADA will not only implement the programme but also conduct research in this regard.
A research team will carry out a study to evaluate the effectiveness of the programme and will submit a report to the relevant authorities at the national level, as well as to the UN, he added.
Geetchandra also mentioned that the drug issue has remained difficult to address due to complex facets.
He pointed out that the current crisis in the state is closely linked to the drug problem, which has subsequently been associated with other issues.
He expressed hope that, since the drug issue has been raised at the UN level, it will contribute to managing the problem to some extent.
