Panel calls for modernisation of public libraries in NE India

Imphal, August 02 2026: A panel discussion on "Role of the National Mission on Libraries in Promoting Library Services in North Eastern India" was held today at the Department of Library and Information Science, Manipur University.

Faculty, students and public library personnel from Manipur and Arunachal Pradesh attended.

The panel included Prof Ch Ibohal Singh, Head, Department of Library and Information Science, Manipur University; Dr Goutam Kumar Sarma, Deputy Librarian.

Tezpur University; and Dipanjan Chatterjee, National Mission on Libraries, Ministry of Culture, Government of India.

Discussions focused on strengthening public libraries through support from the Raja Rammohun Roy Library Foundation, National Mission on Libraries, academic institutions and State Governments.

Chatterjee said RRRLF provides 90:10 funding to NE libraries.

Under NML, State Central Library, Imphal received Rs 2.23 crore and District Library, Senapati received Rs 87 lakh for infrastructure, technology, resources and facilities for Divyangjan users.

Dr Goutam suggested automating libraries using the open-source KOHA system at Rs 2-3 lakh each, and proposed a pilot project.

Prof Ibohal Singh noted Manipur's early role in the library movement since 1927 and urged implementation of the Manipur Public Libraries Act, 1988 .

He also proposed engaging LIS graduates as library interns on stipend through an MoU between the state government and the university.

The panel stressed collaboration for inclusive access to information.
