International Day of Deaf People observed

Imphal, September 27 2026: The International Day of Deaf People was observed today under the theme "Declaring Deaf People's Human Rights" at the Directorate of Health Services, Lamphel.

The programme was jointly organised by the National Programme for Prevention & Control of Deafness (NPPCD), National Health Mission and Directorate of Health Services.

Speaking as chief guest, CRCSRE Director N Khoibi said persons with disabilities have always faced discrimination.

Many are not allowed to study properly due to the stigma that they cannot do anything.

Efforts must be made to ensure they get their full rights, he said.

He said the observance is to spread the message that differently abled persons can do everything like any other human being.

They should be respected and treated equally.

To make every deaf person inclusive, everyone needs to broaden their mindset, he added.

He said sign language is a complete language with its own grammar and syntax, and is a means of expression for the hearing impaired.

He also highlighted that ISLRTC (Indian Sign Language Research and Training Centre) is an autonomous institute under the Ministry of Social Justice and Empowerment and is the largest resource centre for development, research and training of Indian Sign Language (ISL).

He said the Social Welfare Department has also developed 'Lon Fao' app which helps in communication.

The function was presided over by Additional Director (Public Health), Directorate of Health Services, Dr Mary Haobam, while retired Head Mistress of Deaf arid Mute School, Takyel, Nongmaithem Kalpana attended as guest of honour.

As part of the observance, a walkathon was flagged off this morning from Kangla by State Nodal Officer, NPPCD, NHM, Dr Mutum Vivekson.

The walkathon culminated at the Directorate of Health Services, Lamphel.
