Kongpal Students' club questions MLA's action

Imphal, March 25 2018: Executive members of the Kongpal Students' club have questioned whether Khurai MLA, L Susindro, is above the law of the land, pointing towards the construction of a community hall by engaging huge manpower despite the Civil Judge Senior Division Imphal East passing an order restraining further work on the community hall.

Speaking to media persons at Manipur Press Club today, Thokchom Surchandra, vice president of the Kongpal students' club said that the club is an apex body of the five different localities of Kongpal namely Kongpal Khaidem Leikai, Kongpal Khaidem Leikai, Kongpal Naoroibam Leikai, Kongpal Chanam Leikai and Kongpal Kshetri Leikai and the body got registered in the year 1962 under Societies Act 1882 .

From the early days, the ground of the club has been looked after and maintained by the by club which also holds various sports events from time to time.

Recently some locals of Kongpal Kongkham Leikai approached the club with the proposal for construction of a community hall in the club ground and after through discussion, the executive members of the club gave approval for the construction of the community hall on the southern most part of the ground in the early part of 2018 .

Soon after the approval was given, the father of the Khurai MLA laid the foundation for the construction of the community hall in the said area allotted by the club.

However, the executive members of the club came across the construction of the community hall on the northern most side of the ground and not in the area allotted by the club when they were preparing for the Yaoshang Sport of the five localities in the club ground.

On the next day the executive members of the club along with the people of the five localities, held a meeting regarding the construction of community hall in another area instead of the allotted area and during the course of time it was learned that the community hall is being constructed in the vested interest of some individuals of Kongpal Kongkham Leikai under the name of Kongpal Kongkham Leikai Youth Development Club and backed by the MLA of Khurai AC, he alleged.

Their meeting was allegedly prohibited from using loud speaker by Imphal East district police personnel and on the next day at the same ground where the construction work is ongoing, the MLA of Khurai AC organised a meeting using a loud speaker.

On the same day, after some unwanted situations arose in connection with the construction of community hall, the president of Kongpal Students' Club and another filed a complaint against the president of Kongpal Kongkham Leikai Youth Development Club.

Thokchom Surchandra explained that the Court appointed Advocate Th Joy Singh as commissioner for conducting an investigation of the disputed land and the said construction and to submit necessary report in respect of the exact status of the construction land.

The Court also directed OC of Porompat PS, to assist in conducting the investigation and fixed March 28 for the hearing.

The Court also passed a temporary injunction order on March 15, restraining further construction of the community hall in the disputed land.

He said that the injunction order of the Court was sent to the SP Imphal East and OC Porompat as well.

He further claimed that the construction of the community is still being carried out day and night by engaging huge amount of manpower despite the Court injunction order.

He also alleged Imphal East district Police SP and OC Porompat PS of remaining as silent spectators despite the Court order directive them to take up necessary course of action.

Owing to the failure of Imphal East district police to look after the matter properly, the club members and the people have submit a memorandum to DGP Manipur Police for giving proper directive regarding the matter, he added.

He also questioned whether the MLA of Khurai AC is above the law of the land as well as why Imphal East district police remained silent despite the forceful construction of community hall under the MLA' s in total disregard of the Court's order.
