Bitiang Village Authority alleges fund misappropriation under PMKSY Scheme

Village Authority of Bitiang (Laphok) in Noney district has lodged a formal complaint alleging misappropriation of funds amounting to Rs 19,16,442.09 under the PMKSY 2.0 (WDC) scheme in the district.
According to a press release issued by the authority on Wednesday, the complaint was earlier submitted on August 18, 2025, to the Superintendent of Police, Vigilance and Anti-Corruption Department, Manipuri seeking necessary action into the matter The complaint was filed by village leaders including Khunbu of Laphok village, P Gainamthong; Khullakpa Tenthoulung Malangmei; chairman of Bitian Village Authority, M Daniel; secretary James Panmei; and chairman of the Village Court M Kamulan.
The release stated that the first administrative approval for an instalment of Rs 9,83,731 was granted on February 27, 2023, under the PMKSY 2.0 (WDC) programme, followed by subsequent sanctions in favor of Kanamsinpou Malangmei for farm pond, farm pond (EPA), Pea and Management component and other activities.
However, the village authority alleged lack of transparency in the execution of these activities, raising concerns over possible misappropriation by the Bitiang Watershed Committee.
The leaders asserted that the community cannot remain silent until justice is delivered and accountability is ensured.
The authority also urged the concerned departments to halt any further release of funds in connection with the case until a thorough investigation is completed and the matter is resolved.
