Cabinet meeting held, adopts 1961 as Base Year for ILP

Imphal, June 22 2022: The state cabinet, in its meeting held at the Cabinet Hall of Chief Minister's Secretariat here on Wednesday, resolved to adopt 1961 as the Base Year for determining "Native" status for implementation of Inner Line Permit System (ILPS) in the state.

The meeting, which was chaired by Chief Minister N Biren and attended by other cabinet ministers, discussed various agendas and gave its approvals on the same.

As an agenda of the Home Department, the cabinet unanimously resolved to adopt 1961 as the Base Year for implementation of ILPS.

Under this system, there are two categories - indigenous and permanent settlers.

Those who entered/settled in the state prior to 1961 will be regularised as permanent settlers.

There will be provisions restricting them from buying or selling land in the state.

The state government will further frame the guidelines of the ILPS and see to the implementation of the same as an Act.

The cabinet also gave its approval for allowing people who had constructed houses in farmlands prior to 2014, to pay a fine of Rs 250 per sq metre and convert the occupied area into homestead land.

The meeting then gave its nod for a person, who is found occupying an agricultural land and does not have any other properties in his name, to hie petition to the government after which he would be allowed to take ownership of an area of 4 acres, provided the matter is investigated in-detail by the Settlement Department.

The meeting further approved filling in 480 posts in the India Reserve Battalion (IRB) left vacant due to retirement of personnel, in addition to the 1350 posts which are in process following a previous recruitment drive.

During the meeting, the Manipur State Vision Document 2047 was also presented.

The Vision Document aims to make the state a vibrant, carbon-neutral and economically, socially and ecologically sustainable state in the next 25 years.

The document also contains various projects such as development of Indo-Myanmar - Bangkok Road, three Imphal ring-road projects, international flight corridor, tourism projects, small hydro electric projects in power sector, integrated water supply for Imphal valley by diverting Barak River, etc.

It further includes touching and ameliorating lives of people within and beyond its borders, leveraging on its unique legacy to emerge as a sparkling Jewel of India.

The Cabinet approved the publication of the Draft GIS Based Master Plan for Greater Imphal for the horizon year 2041 for inviting opinions and objections.

The Greater Imphal Plan aims to make Imphal a sustainable regional growth centre and gateway to Asia through appropriate land use-and environment management.

The Cabinet also decided to regulate usage of land in the six valley districts of Manipur under the existing land Act and other relevant Acts.

Concurrence of State Planning Authority will be mandatory for land use.

Further, the Cabinet resolved to extend the applicability of existing guidelines for the Idea Category of the Manipur Startup Scheme for Special Covid Pandemic Economic Support.

The Cabinet also approved to bring 10 villages, including Phougakchao (Ikhai), Saiton, Salankonjin, Watha Lambi, Nganukon, Litanpokpi, Heiyaikon, Saiton Awang Ngairong and Torbung (Gram Panchayat area under Kumbi Assembly Constituency) under the jurisdiction of Phougakchao (Ikhai) Police Station, Bishnupur District.

The Cabinet approved scheduling of the election to 27 Urban Local Bodies including Imphal Municipal Corporation around last week of September this year.

The Cabinet also approved extension of the municipal boundary of Wangjing Lam-ding Municipal Council by including 17 Wards falling under 3 Gram Panchayats, subject to concurrence of Rural Development & Panchayati Raj Department and delimitation under relevant Act and Rules.

The State Cabinet also reaffirmed its earlier decision to include Lilong Haoreibi Muslim - Haoreibi Makha Leikai D (of erstwhile Part 1/12 and Part 11/12 of Samurou Municipal Council) under Turel Ahanbi Atoukhong Gram Panchayat, Thoubal District.

To enhance the functioning of the Department of ENT, Jawaharlal Nehru Institute of Medical Sciences (JNIMS), the cabinet resolved to create two posts of Assistant Professor in the said Department.

To expedite the operationalisation of Churachandpur Medical College, the Cabinet approved creation of around 90 non-teaching posts and t o fill up the same.

It was also decided to fill up various vacant posts of different categories at District Hospital, Churachandpur.

Further, the Cabinet approved transfer of land measuring an area of 17.954 acres at Revenue Village No 19-Koirengei, at Thengu Chingjin to the Planning Department, Government of Manipur for construction of Integrated Conference Complex.
