Imphal, August 26 2015: The Manipur Legislative Assembly is all set for a two-day emergency session on August 28 and August 31 where three Bills related to the agreement signed between Joint Committee on Inner Line Permit System (JCILPS) and the Government of Manipur will be tabled and likely to be passed.

According to Assembly Bulletin Part II, the emergency sitting has been reconvened on August 28 at 11 am.

This session is Part III of the 11th Session of the 10th Manipur Legislative Assembly.

In connection with this, there will be a business advisory meeting at 2 pm on Thursday.

Sources informed Hueiyen Lanpao that on August 28, the House will discuss the three Bills namely - The Protection of Manipur People's Bill 2015; The Manipur Land Revenue and Land Reforms (7th Amendment) Bill 2015 and Manipur Shops and Establishments Bill (2nd Amendment Bill) 2015.These three Bills are part of the agreement signed between the Government and the JCILPS on late Tuesday night.

A Cabinet meeting held on Wednesday approved to convene an emergency Assembly Session on August 28 for tabling the three bills and pass them on August 31.The Cabinet meeting chaired by Chief Minister O Ibobi was held at the CM's Secretariat at 4 pm.

The three bills are likely to be passed on August 31 sitting as August 29 and August 20 being Saturday and Sunday.

The sources also informed that during the two-day emergency session, the Assembly is also likely to discuss the recent Peace Accord signed between the Government of India and the National Socialist Council of Nagalim or NSCN (IM).

The House may also adopt a resolution reaffirming the territorial integrity of the State.

Govt, JCILPS seal deal .

The Government of Manipur and the Joint Committee on Inner Line Permit System (JCILPS) signed an agreement on Tuesday night in an effort to end the stalemate over the tabling of the proposed bill on curbing unabated influx of migrants into the State.

The preamble to the August 25 agreement said that according to the 2011 census, the population of the State is 28.56 lakhs approximately.

The density of population of Manipur as per 2011 census was 128 per sq km against 103 per sq km of 2001 census.

The population growth rate of Manipur is found to be higher than that of India.

Of late, there is an unceasing mass movement by the people of Manipur demanding an enactment of law similar to Inner Line Permit System which is implemented in Nagaland, Mizoram and Arunachal Pradesh.

Against such a background, the JCILPS has also demanded an amendment to Manipur Land Reforms Act, 1960 and the Shops and Establishments Act 197 and Rule 1973 in order to protect and safeguard the interest of the indigenous peoples of the State.

As part of the seven-point agreement, the State Government and the JCILP agreed that the Government table three Bills - The Protection of Manipur People's Bill 2015; The Manipur Land Revenue and Land Reforms (7th Amendment) Bill 2015 and Manipur Shops and Establishments Bill (2nd Amendment Bill) 2015 will be tabled and passed by the Assembly.

The Government has also agreed to incorporate all the five points demanded by the JCILPS.

Secondly, the Government agreed to rope in experts selected by JCILPS while framing the rules of the Protection of Manipur Peoples Bill, 2015 .

Thirdly, the Government has agreed to constitute a Manipur Stale Population Commission to assess the problems and issues of demographic imbalance and other related matters so as to take up measures towards social ham0ny and peaceful development.

A white paper on population influx will be prepared by the Government by this year.

As part of point four, the Government has agreed to constitute a Manipur Land Reforms Commission to undertake a review of the situation arising out of complexities related to land, resources and population dynamics and advice the Government on effective measures on land use policies; help ameliorate inter-community tensions and enhance the respect for democracy and diversity in the state.

The fifth agreement stated that the Government will implement relevant clauses in the agreement All Manipur Students Union (AMSU) and All Manipur Students Coordinating Committee (AMSCOC) with the Government on July 22, 1980 which were also reaffirmed by the then Government on November 9, 1994 on the issue of foreigners as mentioned in the agreement under the Foreigners Act 1946 .

Sixth, the State Government agreed to urge the Government of India to enact any other appropriate/necessary Acts and Rules which may be beyond the purview of the State Government for the protection of people of Manipur.

Lastly, the JCILPS agreed to the proposed three Bllls mentioned earlier for introduction in the Manipur Legislative Assembly by the Government.

The agreement was signed by an eight member delegation of JCILPS and Chief Secretary PC Lawmkunga signed it representing the Government.
