COHR highlights human rights violations by SFs in Manipur

The Committee On Human Rights (COHR), Manipur has highlighted recent instances of human rights violations in Manipur by Security Forces, especially in the aftermath of the December 16 attack on returning IDPs at Torbung and Phougakchao Ikhai.
In a press release, COHR recounted the gun and bomb attacks launched on returning IDPs by armed Kukis.
It accused the Security Forces/Police/Army deployed in and around Torbung of failing to launch a Counter Insurgency operation to apprehend the "terrorists" behind the attack.
Instead, massive military build up and search operations were witnessed at Heirok, but nothing of the sort was seen at the attack site.
Meanwhile, the Army initiated aerial and land CI operations at Heirok, causing fear amongst the people of the region.
COHR accused the security personnel of harassing and intimidating not only the villagers but even uniformed school' children as they conducted their checks.
A large number of security personnel surrounded the area, reaching every nook and comer of every street, every field and open ground inciting terror among the people.
Such acts should not only be condemned by the people of Heirok or Manipur, but by the entire world, it added.
Additionally, COHR also recalled the excessive force used by Manipur Police against hundreds of IDPs attempting to return home to their villages on November 24, 2025.During the brutal crackdown, four people, including two teenagers were grievously wounded.
The security personnel also fired tear gas shells at a hospital (Sagolmang Community Health Centre).
COHR asserted that such acts are in violation of International Human Rights and International Humanitarian Law.
Stating that self-defence is a fundamental right under International Law, COHR further accused Security Forces of violating the human rights of village volunteers by levying charges, torturing and arresting them.
Beyond this, COHR alleged that even their families have been harassed by the Army/Security Force/Police etc.
Condemning all such human rights abuses, COHR has accused the Government of India of failing to lay blame on those responsible and instead targeting the weak.
