Imphal, August 06 2025:
Federation of Haomee (FoH) has urged the Manipur Government to take up all necessary steps for full-fledged implementation of the Inner Line Permit (ILP) system in the State.
Saying that the native people of Manipur have been deprived of the benefits of the ILP system, a press release issued by Y Shyam Khuman, general secretary, FoH questioned if its only purpose is to give travel passes to outsiders and renew them.
It also alleged the presence of thousands of people without the necessary ILP permit in Manipur.
FoH further maintained that the Manipur Gazette notification of September 22, 2023 (Manipur Inner Line Permit (Amendment) Guidelines 2022) is misguiding the implementation of ILP system.
It objected to the determination of indigeneity based on a particular year and incorporation of "indigenous people" which allegedly finds no mention in the Bengal Eastern Frontier Regulations Act 1873 .
Thus, FoH has urged the Government to fully implement the ILP system which ought to protect the indigenous communities of Manipur.
