TYCM flags delay in issuance of certificates to hill people

Imphal, August 27 2026: The Tribal Youth Council Manipur (TYCM) has said it has received complaints from several individuals from the hill districts regarding delays in issuance of Income Certificates, Scheduled Tribe (ST) Certificates, Permanent Residential Certificates, Domicile Certificates, Employment Exchange Registration Certificates, Birth and Death Certificates.

In a statement, TYCM said the Government has created and implemented the e-Seva Portal for applying and obtaining Income, Domicile/Residence and ST Certificates through online mode with the objective of minimizing physical visits to Government offices.

However, under the online system, applicants are required to upload Unemployment Certificate and Village Authority recommendation certificate.

which are mandatorily verified by Lambus/staff of the concerned SDOs on the same recommendations and, in case of Income Certificates, further require mandatory verification by a Gazetted Officer.

For obtaining verification signature from Lambus/staff on Village Authority recommendation and obtaining Unemployment Certificate, applicants are still required to visit respective offices, TYCM said.

"If applicants are required to physically visit Government offices for such verification and to obtain required certificates, what is the meaning and purpose of providing an online mode of application and service delivery", TYCM questioned.

Further, if Village Authority recommendation is required to be verified by Lambus/staff of SDOs, what is the meaning and purpose of issuing Village Authority recommendation, it asked.

If the Government does not accept Village Authority recommendation without further verification by SDO staff, the said recommendation becomes meaningless and redundant while causing unnecessary burden and hardship to applicants, TYCM said.

Due to delays in granting approval or rejection, applicants are unable to complete their personal.

educational, employment-related or official requirements within stipulated time and many are at risk of losing important opportunities, it added.

TYCM urged the authorities to streamline the online application system, eliminate unnecessary procedures, ensure approval or rejection within 2 or 3 days, and provide helpline numbers of each certificateissuing office.
