Governor reviews budget allocations, rehab efforts

Governor Ajay Kumar Bhalla chaired a high-level review meeting with senior officials at the Secretariat (South Block), Imphal on Friday.
The meeting was attended by chief secretary PK Singh, commissioner (home) N Ashok Kumar, secretary (health) Sumant Singh, commissioner (education-S) Gyan Prakash, joint secretary Mercina R Panmei, and other senior officials.
The primary agenda of the meeting was to assess budgetary allocations, rehabilitation efforts for Internally Displaced Persons (IDPs), and to discuss skill development initiatives aimed at addressing the challenges faced by the state.

During the meeting, the Governor emphasised the need to create employment opportunities for IDPs in the private sector, especially for those living in relief camps.
He directed officials to implement the 'Hunar Se Rojgar' scheme, an initiative of the Government of India under the Ministry of Tourism, aimed at empowering youth through skill development and job creation.
The focus of the initiative is to equip displaced persons and youth with skills to secure livelihoods and contribute to the state's economic recovery.
The Governor also reviewed the progress of ongoing rehabilitation efforts for IDPs affected by the crisis and stressed the importance of accelerating relief measures to ensure their smooth reintegration into society.
Officials were urged to ensure that budgetary allocations are effectively utilised to meet the needs of displaced families while also strengthening state infrastructure to prevent future displacement.
In line with the state's administrative developments, an office memorandum issued by chief secretary PK Singh on Thursday stated that all matters and references relating to the state of Manipur will now be dealt with in accordance with directives from the Ministry of Home Affairs.
Apart from legislative proposals, administrative secretaries of the state government are required to consult the respective administrative ministries at the Centre, particularly for major policy decisions involving financial implications, while keeping the Ministry of Home Affairs informed.
Furthermore, statutory rules, notifications, and orders that were previously required to be laid before the state legislature must now be presented before both Houses of Parliament.
These documents are to be submitted within 30 days of their publication in the state government gazette if Parliament is in session or within 30 days after the commencement of the next session if it is not in session.
To ensure compliance, 70 copies of the rules and orders in both English and Hindi must be sent to the administrative ministries concerned for placement before Parliament, with intimation to the Ministry of Home Affairs.
In addition, the resident commissioner at Manipur Bhawan, Delhi, has been designated as the coordinator for the state government of Manipur to facilitate the swift disposal of state-related matters at the central level.
Dr Shailesh Kumar Chourasia, stationed at Manipur Bhawan, Sardar Patel Marg, New Delhi, will serve in this role to coordinate efforts between the state and central governments effectively.
