Cabinet okays budget session from July 31

The state cabinet has approved summoning of the budget session of the 12th Manipur Legislative Assembly from July 31 .
The decision has come after the last assembly session, which was adjourned sine die on March 5 this year, marking the mandatory six month interval between sessions.
The cabinet meeting, chaired by chief minister N Biren, was held at cabinet hall of the CM's secretariat on Friday.
Talking to the media after the meeting, government spokesperson and IPR minister Dr Sapam Ranjan informed that the cabinet deliberated on 43 listed and some unlisted agendas, approving some while deferring few others.
Among the approved agendas was summoning of the budget session, with the number of sittings to be determined later by the Business Advisory Committee of the assembly.
The cabinet also approved proposals such as bifurcation of manpower, specifically for ministerial staff and Village Defence Force (VDF) personnel in respect of seven newly created districts through the process of rationalisation of inter-district transfers and postings.
Regarding the education sector, the cabinet approved the proposal to amend "The Manipur Private School (Registration and Regulation) Act, 2017" and frame "The Manipur Private School Registration and Regulation Rules, 2024" so as to enforce strict guidelines on basic infrastructure, staff strength, and pay structure for private schools, with priority on interests of students and teachers.
Additionally, the cabinet approved amendment to the Dhanamanjuri Act to modify recruitment provisions, including those for the vice-chan cellor.
The proposal to frame separate Manipur Health Service (Dental) Rules and exemption from consultation or concurrence with the Manipur Public Service Commission (MPSC) was also approved along with sanctioning inquiry by a departmental committee into irregularities in the recruitment processes conducted twice by the directorate of economics and statistics.
Other notable approvals included allotment of land acquired for the expansion of Imphal Airport to the Airports Authority of India and the allotment of land for constructing an AYUSH dispensary at 17-Chaobok village in Lilong sub-division, Thoubal district.
It also approved introduction of facility for allowing vehicle owners to select fancy registration numbers for private vehicles through e-auction via the Vahan portal; creation of 42 post of extension officers in the Directorate of Rural Development and Panchayati Raj; disbursal of salaries on contract basis for 20 Multi-Tasking Staff (MTS) engaged on daily wages at the Manipur Science Centre, Takyel (12), and the District Science Centre in Churachandpur (8); strengthening the Manipur Secretariat's Record and Library Section, and appointment of one senior research officer on contractual basis for five years.
The regularisation of various activities concerning the Loi Committee, framing of "The Manipur Scheduled Castes, Other Backward Classes (Regulation of Issuance and Verification of Caste Certificates) Bill, 2024," and the introduction of the same in the Manipur Legislative Assembly were also approved along with appointment of a Chief Executive Officer (CEO) for the Integrated Management Plan for Loktak Lake.
