People-oriented schemes testify good governance: CM

Chief minister N Biren Singh called upon all government officials and people of the to maximise efforts for making up the time lost owing to the challenging situation gripping the state.
Speaking as the chief guest of the Good Governance Day held on Wednesday at the Durbar Hall of the Chief Minister's Secretariat, here, N Biren lauded government officials including the chief secretary for working towards achieving the government's objective of good governance.
Noting that officials have been reaching out to far-flung areas, some of which are inaccessible by vehicles, and catering to needs of the people, he stated that observance of Good Governance, is aimed at reaffirming commitment, maintaining accountability, ensuring timely delivery of services and transparency, etc.
According to CM Biren, as there were serious law and order issues in the state when his government came to power in 2017, the government accorded top priority in bringing a people-oriented government through launch of several schemes and missions for the welfare of the people.
Stating that Meeyamgi Numit was launched with the basic aim of providing a people-oriented governance, he pointed out that Meeyamgi Numit was not only held in the Chief Minister's Office, but also in all districts under the DCs and SPs, in addition to ministers and MLAs conducting the dame to interact with the people, and harmonise relationship between the people and the government.
Ruing outbreak of the COVID-19, he contended that Manipur would have made significant progress had the pandemic not stalled implementation of development projects and welfare schemes.
Reflecting on the 'Go to Hills' mission, he emphasised that the initiative was aimed at bridging the developmental gap between the hills and the valley.
Biren also stressed on the importance of translating into action promises made to the people regardless of the challenges cropping up from time to time.
Observing that many were surprised when the state and himself were awarded for Good Governance including the Best Chief Minister's Award, he said Manipur was on the right trajectory of development and good governance before May 3, 2023, with the state hosting G-20 events, Femina Miss India competition and the Tri-Nation Football Tournament.
His speech also covered School Fagathansi Mission which laid strong emphasis on ensuring availability of facilities at par with private schools in government educational institutions, and training of teachers under the Star Education policy.
He attributed high rate of enrolment in government schools to effective implementation of the Mission, along with opining that people have started to have trust in the government education system.
The chief minister also highlighted the government's Chief Minister's Health Card, which like the School Fagathansi Mission helped in improving economic condition of the public, while pointing out that those who enjoy these schemes have cut down their expenses on education of their children and medical expenses.
The government must guide the people, stressed the chief minister, elaborating that as the people have elected the government it is the duty of the government to guide the people.
Launch of College Fagathansi Mission, Chief Ministergi Artistesinggi Tengbang (CMAT), and other people-oriented schemes are testimonies of good governance, he added, while calling upon the officials to compile and highlight the services provided to the people.
Lauding the Transport Department for the idea of launching of Faceless/Contactless Services, he asserted the need for innovative ideas to make it easier for people to access the services provided by the government.
He said Atal Bihari Vajpayee, on whose birthday the Good Governance day is observed, was a visionary leader, and had established DoNER especially for the North East.
Speaking on the occasion, Administrative Reforms commissioner RK Dinesh presented report of activities taken up during the Good Governance Week, such as focus on service delivery and grievance redressal of the people under the theme "Prashasan Gaon Ki Ore", through conduct of workshops in all the districts.
As part of the observance, the chief minister also released a book titled "A tribute to Shri Atal Bihari Vajpayee Bharat Ratna on Centenary Birth Anniversary" published by the Department of Administrative Reforms Division, Government of Manipur.
The chief minister also launched the Faceless/Contactless Service of Transport Department.
The observance was also attended by ministers, Rajya Sabha MP Leishemba Sanajaoba, MLAs, administrative secretaries and heads of departments among others.
In Bishnupur district, Good Governance Week was held with conduct of a special camp by the administrative committee of Toubul GP under Nambol CD block at Ibudhou Yangoiningthou community hall in Toubul on Tuesday.
The camp, aimed at ensuring various government schemes reach the public, had the participation of officials of 14 departments, including PWD, Water Supply, Agriculture, Horticulture, MGNREGA, MSPDCL, Education, Health and Social Welfare.
Nambol BDO T Shyamkumar, junior BDO Ksh Tombi, Ngaikhong Zilla Parishad member Kh Sanamatum and Toubul GP Administrative Committee chairperson Th Ningthemani Singh also took part in the programme.
During the programme, health cards were distributed to senior citizens, and job cards to newly enrolled beneficiaries.
