48 Govt schools, 13 aided draw blank in HSLCE-2014

Imphal, May 19 2014 : The outcome of various centrally sponsored programmes worth crores of rupees taken up in government schools seems to have gone all wrong with as many as 48 government schools and 13 government-aided schools drew blank in the recently declared High School Leaving Certificate Examination-2014 conducted by Board of Secondary Education Manipur (BSEM) .

Thousands of "best of the best" teachers have been recruited by the State Government under the Sarva Shikshya Abhiyan (SSA) and Rashtriya Madhyamik Shikshya Abhiyan (RMSA) by spending several hundreds of crores from the State's exchequer.

However, the performance of government schools is still poor.

As many as 7,113 students from 307 government schools appeared in this year's HSLC Examination, but only 3,288 students passed in the examination.

The pass percentage of government schools is just 46.23 .

Last year, only 28 government schools and 11 government-aided schools drew blank in the HSLC Examination.

Some of the government schools which drew blank in this year's HSLC Examination are Eastern Ideal High School, Lilashing Khongnangkhong High School, N Tomchou Higher Secondary School, Mayang Imphal, Nambol Collegiate High School, Bumhao High School, Churachandpur, Lairikyengbam Leikai High School and Arong High School, Thoubal.

Many of these schools have very few students.

Only three students appeared the HSLC Examination from Arong High School this year.

Shockingly, the students of government high schools in Jiribam sub-division of Imphal East failed massively in this year's HSLC Examination.

The teachers recruited under SSA and RMSA were given posting at the government high schools in Jiribam, but they defied the order of the State Government and did not go to their place of posting.

The outcome of the State Government's ineffective education policy is evident in the result of these government schools.

Nevertheless, two girl students of Wangkhei High School (a government model school) have at least saved the Government's face by securing the 17th and 20th position among the top 25 positions of HSLC Examination.

Among the 86 government-aided schools, 13 schools recorded zero pass percentage this time.

A total of 1, 898 students appeared the HSLC Examination from the aided schools, but only 1, 014 students passed in the examination achieving a pass percentage of 53.42 .

Last year, the government-aided schools achieved a pass percentage of 62. Moreover, 21 government schools and seven aided schools have only one student each who passed in this year's HSLC Examination.

On top of 48 government schools and 13 aided schools, 12 private schools also drew blank in the HLSC Examination-2014.These private schools are Bal Bidya Mandir ( Palace Compound), Chandrashwar Memorial English School, Dineshwori Higher Secondary School (Canchipur), Ima Medhapati Public School (Langjing Achouba), John English School, Kakwa Huidrom Leikai High School, Khoijuman High School, Kumbi Awang High School, New Look English School (Mantripukhri), Northestern English School (Khergao), Prima Donna English School and Rajmani English School.

Altogether 24,888 students appeared in this year's HSLC Examination from 550 private schools, out of which 18,677 students passed marking a pass percentage of 75.04.Last year, the pass percentage for private schools was 78.82 .

Commenting on the performance of government schools in the recently declared HSLC Examination, many educationists said that the State Government needs to monitor the performance of government teachers first.

The authorities concerned should ensure that the "highly paid" teachers deliver good service to the public.

Moreover, the flow of funds to the government schools for various centrally sponsored schemes should be strictly monitored to prevent any misappropriation.
