Bhalla sounded on need for disarmament

A petition signed by 601 concerned citizens of the land has been submitted to Governor Kumar Bhalla calling for seizure of all illegal arms from all parties to ensure complete disarmament and prevent proliferation of illegal, lethal weapons in the future.
The online petition was started at change.org by Shanta Laishram, Professor, Indian Statistical Institute, Delhi.
Additionally, the petition has highlighted the urgent need to break down the barriers between the exclusive "Meitei and Kuki areas" and ensure safe and free passage of all communities through all areas of the State.
Another major point underscored in the petition is the need to create the required environment for security and sustenance to ensure the safe return of everyone in relief camps and those taking shelter outside their homes at the earliest.
Welcoming the Governor's announcement seeking the voluntary return of all illegal arms within seven days, the petition suggested "complete disarmament" of all parties as the first and most potent way to usher in peace in the State.
The petition pointed out that disarmament is necessary to establish Constitutional governance, fixing responsibilities and accountability and for creating an environment where independent and organically evolved civil society groups can re-emerge and pave the way towards lasting peace.
Acknowledging the importance of taking exemplary action against those who do not surrender their arms within the set time as a warning to others, it highlighted the equally important need to grant amnesty to those who comply.
It further noted the need for security forces to conduct their operations strictly within the bounds of Rule of Law and to avoid causing hardships to the general public in the form of collateral damages.
The petition also urged the Governor to initiate meaningful and sincere dialogues aimed at addressing unresolved issues and fostering reconciliation.
