New Delhi, December 20, 2013: A team of Delhi police has been deputed to Manipur today to probe charges of rape against Khurshid Anwar, executive director of Institute for Social Democracy (ISD), who committed suicide after being accused of raping a 25 year old Manipuri woman who worked as an employee under the NGO.

The 55-year-old Anwar has been named in a FIR, registered at the Vasant Kunj (North) police station on the basis of a complaint forwarded to the police by the National Commission for Women (NCW).

A case under sections 376 and 328 of the IPC was registered on December 14.Subsequently, on December 18, Anwar who jumped from the fourth floor of his residence in Vasant Kunj, South Delhi sustained serious injury and was declared brought dead at AIIMs.

The rape victim left the capital after recording her statement and the case was followed up by her female colleagues and activist Madhu Kishwar.

Deputy Commissioner of Police (South) BS Jaiswal told The Sangai Express that a team had left for Manipur and they can only proceed with the case after the Team comes back to Delhi.

The rape victim's statement was video-taped in the office of activist Madhu Kishwar, a social activist.

The matter was then referred to the NCW, which forwarded it to the Vasant Kunj (North) police station on December 17. According to police sources, prima facie, the death of Anwar is a case of suicide.

The Hindustan Times reports : The preliminary investigation into the alleged suicide of Khurshid revealed that he had written a note in Hindi on his computer that talks about how he met the woman and what exactly had happened during the party.

"The note is not written in continuation and it has been found that the last update was made hours after the case was filed against Khurshid at the Vasant Kunj North police station following the direction of the National Commission for Women (NCW).

The note nowhere states the reason that actually made Khurshid take the extreme step.

"The NCW wrote a letter to us and the woman's complaint which was in the form of a video CD was also attached to it," said a senior investigating officer.

On Thursday, several members of the NGO and the woman activist's friends were questioned in connection with the case.

Since some of them were present at the party, investigators questioned them to know what exactly had happened during and after the party.

According to the investigating officer, Khurshid was at his friend Azhar's house in Dwarka when the news related to the incident and the FIR that was registered against him a day before was shown on a Hindi news channel.

"His friends told us that Khurshid got upset and depressed after watching the news.

He left Azhar's home early in the morning without informing anybody.

He left his two mobile phones and his house keys at Azhar's flat.

Nobody knows how Khurshid arrived at his home in Vasant Kunj because his car was with his driver," added the officer.
