Only 42 CCTV cameras operational: Dy CM

Imphal, July 18 2014 : Out of 113 CCTV cameras installed at different points of Imphal city, only 42 are operational while 113 are out of service, Deputy Chief Minister Gaikhangam informed the House today.

Responding to a query put up by MLA Kh Joykishan, Gaikhangam said that the CCTV cameras were installed in order to help police maintain law and order and identify criminals.

CCTV cameras installed in and around Raj Bhavan and the Chief Minister's bungalow are still operational but more than 100 cameras installed at Thangal Bazar, Paona Bazar and other areas of the city have gone out of service.

Major factors which put the CCTV cameras out of service are theft of battery and shortage of power supply.

The Government is planning to run the CCTV cameras with solar power and efforts are also on to install CCTV cameras at some strategic points of Imphal East district.

Sports complexes being constructed at Pakshi ground and Tangkhul Naga Long ground, Ukhrul are targeted for completion by December this year, stated Chief Minister O Ibobi who is also in charge of YAS in response to a question raised by MLA Samuel Risom.

Slaughter of animals and the practice of selling meat without licence within Imphal Municipal area is being looked into by a committee headed by the MAHUD Commissioner as chairman in line with a directive of the Supreme Court.

Slaughtering animals in front of public is illegal and animals which should be slaughtered should be first certified by a Veterinary doctor whether it was sick or healthy.

As for the butchers who have already obtained licence, the Government is considering to allot an exclusive space for them at Lamphel where they can sell meet together in proper and hygienic manner, Ibobi stated in response to query raised by Dr I Ibohalbi.

Replying to MLA L Ibomcha, the Chief Minister informed that there are 10 vacant posts for promotion to Inspectors from Sub-Inspectors in Excise Department.

He also assured that maximum efforts would be put in to complete the promotion process by August.

Out of 13 projects taken up at Moreh under the 13th Finance Commission, six projects have been fully committed, Ibobi informed the House in response to a question put up by Th Shyamkumar.

Replying to Y Erabot, CAF&PD Minister M Okendro said that 1082 quintals of rice were lifted from the department's Sangaiprou godown together with fair price shop agents of his Heirok Assembly segment in the night of June 5 .

The rice was lifted in presence of the CAF&PD Director, the Thoubal DSO, godown Superintendent and agents and there was nothing clandestine in the process.

When Shyamkumar asked why the PDS items of sugar and wheat are being denied to the beneficiaries, Okendro admitted that sugar could not provided to the beneficiaries last year because there was no sugar in the godown.

A new rate was fixed at the national level and the same rate came into force from April last year.

Subsequently due tender was floated, and the State Government would start distribution of sugar at the new price of Rs 20 per Kg from the current month.

Responding to a question posed by Dr I Ibohalbi, Commerce and Industries Minister Govindas Konthoujam said that MANIDCO could not give loans to industrial units from 1992-93 to 2013-14 .

New loans could not be given because of loanees of the previous phases failed to pay back loans.

Manipur Pulp and Allied Productions took a loan of Rs 82 crore from MANIDCO and another Rs 90 crore by the Manipur State Drug and Pharmaceuticals.

The two units have paid back just Rs 8085 and Rs 8000 respectively.

The State Cabinet has already decided to waive off the loan amounts which are yet to be paid back, Govindas added.
