Imphal, January 17 2026: Tokhan Sahu, Union Minis-ter of State for Housing & Urban Affairs, chaired a State review meeting of ongoing schemes of the Ministry of Housing and Urban Affairs, Government of India and a departmental review meeting of Central Public Works Department (CPWD), Hous-ing and Urban Development Corporation Limited (HUDCO), and National Buildings Construction Corporation (India) Limited (NBCC), at the conference hall of Old Secretariat at Babupara, here today.

Presentations on various Central sponsored flagship programmes of the State Government were presented during the review meeting.

Regarding Pradhan Mantri Awas Yojana PMAY(U), it was reported that only the Beneficiary-led Construction (BLC) component is implemented in the State.

Delay in completion of PMAY-U 1.0, launched on June 25, 2015, was due to the issues and challenges comprising high cost of construction which affects beneficiary contribution.

Management Information System (MIS) may be integrated in a fund disbursal portal for timely update of information and onboarding of ULBs/IAs into the SNA SPARSH Model.

PMAY-U 2.0 launched in September 2024 will be implemented during the next five years.

It was reported that the Deendayal Antyodaya Yojana - National Urban Livelihoods Mission (DAY-NULM) concluded in 2024, having successfully formed 3,535 Self-Help Groups (SHGs), trained 10,734 individuals in various skills, and provided job placements for 9,666 individuals.

The initiative also supported 123 SHGs and 136 individuals through the Bank Linkage Programme, identified 20,841 street vendors, and issued 13,952 Certificates of Vending (CoVs) and ID cards.

After DAY-NULM, the Deendayal Jan Aajeevika Yojana - Shehari (DJAY-S) was launched.

Under this initiative, 21 Self-Help Groups (SHGs) have been formed, bank accounts have been opened for six SHGs, and the first tranche of the Revolving Fund has been released.

Locality-level camps were conducted for scrutiny and verification of SHGs and Area Level Federations (ALFs) .

The Prime Minister's Street Vendor's Atma Nirbhar Nidhi (PM-SVANidhi) scheme is being implemented in Manipur to provide collateral-free working capital loans to street vendors and strengthen their economic resilience.

In the review meeting, 21 completed projects and four other ongoing ones of the Imphal Smart City Mission were presented.

Highlighting the challenges faced, including the ongoing security situation in the State and unprecedented flooding for two consecutive years, which have hindered the timely completion of projects, the implementing departments requested an extension of the deadline through September 2026 .

The Town Planning Department, Government of Manipur, presenting an overview of AMRUT 2.0-a mission aimed at making cities 'water secure'-reported that 27 towns across six districts of Manipur (Imphal West, Imphal East, Thoubal, Kakching, Bishnupur, and Jiribam) are eligible for the mission.

The primary focus is on towns that were not covered by previous schemes, with a funding pattern of 90:10 .

Under the mission, 66 projects have been approved, including 44 projects in the water supply sector, 20 projects for water body rejuvenation, and two projects for the development of Oxygen Parks and Rainwater Harvesting Parks.

The Public Health Engineering Department is the implementing agency for the water supply projects under AMRUT 2.0 .

Under AMRUT MITRA, a sub-scheme of AMRUT 2.0, 20 projects have been implemented.

Of these, three have been completed.

Tokhan Sahu stated that Prime Minister Narendra Modi has transformed the outlook of the North-East States.

He emphasized that the State Government must work in close coordination with the Central Government to ensure the progress of the State.

Stating that the overall presentation was satisfactory, the Minister urged the officials to report the issues and challenges that are hindering the progress of scheme implementation.

He further emphasized that the schemes should be properly implemented and completed within the given timeframe, though some exceptions may be necessary.

He instructed the officials to provide written statements outlining the schemes that require attention during implementation in the State.

Regarding the delay in the completion of Pradhan Mantri Awas Yojana (PMAY-U) 1.0, the Minister stated that demands could be made to the Ministry to ensure proper implementation, especially since PMAY-U 2.0 has already been rolled out.

Sumant Singh, Commissioner of RD≺ Sarath Chandra Aroju, Additional Secretary of MAHUD; Harikumar Singh, CEO of Imphal Smart City Mission; N Gitkumar, Consultant Town Planner; N Benju Singh, Chief Town Planner, Manipur; officials of MAHUD, Town Planning Department, Public Health Engineering Department (PHED), HUDCO, CPWD and NBCC attended the meeting.

Later, the Minister visited the Nongpok Torban Development Project, undertaken as part of the Imphal Smart City Mission, and had a brief discussion with the Governor about the way forward for urban development in the State.
