Judicial Magistrate First Class Imphal East yesterday remanded TIPS publicity secretary Y Langamba alias Thabi to judicial custody for 15 days.
The jail authorities, however, failed to produce Thabi before the Court saying that there had been lack of security on its side.
Thabi of Top Awang Leikai was arrested by the police on August 23 from his residence.
TIPS general secretary Leitantham Umakanta was also arrested from his Porompat Thawanthaba Leikai residence a day after Thabi's arrest.
Both of them have been charged of having nexus with the proscribed KYKL.
On September 13, the same Court had further remanded Umakanta to judicial custody for another 15 days.
Meanwhile, the Investigating Officer (IO) dealing with the FIR in connection with the arrest of the TIPS duo is yet to submit a report on the alleged torture of Umakanta by the police while in their custody, sources said.
On August 29, Umakanta complained before the Court of CJM Imphal that he was severely tortured by the police and having noted his contention, the Court asked the investigating authority to submit a report on the matter.
Umakanta and Thabi have refused bail granted to them contending that they are innocent and should be released without any condition.
