Imphal, March 14 2013: After the Transport Department has banned movement of all non-registered vehicles, the Government has asked all auto dealers not to allow people drive away new vehicles from their show-room without first getting the number plates.

At the moment the practise is to drive vehicles without number plates with the Applied For (AF) inscription.

An official source informed that a number of vehicles and machinery like bull-dozers, excavators, road rollers etc are being used by contractors but they are not registered with the Transport Department thereby denying a substantial revenue to the Government.

An official meeting held on February 11 with the Chief Secretary in the chair discussed the State Owned Tax Revenue and (SOTR) and State Owned Non-Tax Revenue (SONTR) .

The meeting adopted a resolution to instruct all auto dealers not to allow people drive away vehicles from their showrooms without first registering the vehicles.

An office memorandum issued by Transport Director M Luikham on March 13 declared that all vehicles not registered under the Motor Vehicle Act should not ply on the road.

It further instructed that newly bought vehicles should not be allowed to be driven away from showrooms/garages until the vehicles are registered.

It directed all District Transport Officers to convey the same intimation to all motor vehicle dealers.

The office memorandum also laid down that the new arrangement should be enforced without fail.

In case auto dealers fail to comply with this instruction, DTO's should suspend trade certificate issued to the defaulting dealers and initiate necessary procedures to cancel their trade certificates.

Applications for vehicle registration should be disposed off within 48 hours on first come, first serve basis.

It is reported that the new arrangement would cover bull dozers, excavators and road rollers too.

The office memorandum further directed offices concerned to submit registration (of new vehicles) reports to relevant authorities every two weeks, said the source.
