Demand to check influx of non-Manipuris Promulgate Ordinance : APSCS to Governor

The Association of Premier State College Seniors (APSCS) has submitted a memorandum to Governor Najma Heptulla urging her to promulgate an Ordinance to check the free influx of outsiders into the tiny State of Manipur destabilising the structural demographic balance of the microscopic community of Manipur.
Spelling out the present turmoil in the State as well as the refusal of the President to give assent to the three Bills passed by the State Assembly last year, APSCS appealed to the Governor to promulgate the Ordinance based on Article 213 of the Constitution of India as a makeshift or damage control exercise.
On the other hand, responding to the call of the State Government to submit their suggestions and opinions with regard to a new Bill to check the entry of non-Manipuris to the State, APSCS has submitted their inputs christened, The Manipur Inner Line Permit Bill, 2016.Submitting their suggestions, APSCS said that the very title ‘Manipur Regulation of Non-Local People Bill, 2016’ prepared by the State Government needs changes in favour of Manipur Inner Line Permit Bill, 2016 as the regulation is not of the people but of their coming to the State.
In another case, the use of the term ‘Non-local people’ may be avoided and in its place ‘non-Manipuris’ may be used, it said.
The APSCS further said that usage of terms/phrases like microscopic Manipuri community, native land and people with native culture etc are more relevant and emphatic in expression.
