MPCC ridicules phased 'home return' plan

Manipur Pradesh Congress Committee (MPCC) president K Meghachandra has criticized the Government's phased resettlement plan for internally displaced people (IDPs), saying it lacks clarity.
According to an announcement made recently by Chief Secretary Prashant Kumar Singh, the relocation will take place in three stages, starting in July and continuing till December.
During an inspection of the construction of 306 prefabricated houses at Phubala and Saiton in Moirang and Kumbi Assembly Constituencies respectively today, Meghachandra argued that simply relocating IDPs from relief camps to these houses wouldn't address the underlying issue of displacement.
He asserted that the Congress party rejects the President's Rule Government's move to relocate the IDPs from relief camps to prefabricated houses as it won't solve the problems being faced by IDPs.
Say ing that there is no clarity on how the Government plans to resettle the IDPs of both the warring communities to their original places by December, the Congress leader asked why the Government is still unable to bring out a roadmap to the crisis which has been going on for over two years.
He urged the Government to introduce a comprehensive rehabilitation policy that is transparent and inclusive, rather than relying on piecemeal announcements.
Saying that the BJP Government has completely failed to resolve the crisis and address the plight of the displaced people, he claimed that many IDPs have been left to their own fate by the Government.
Meghachandra also stated that there were procedural lapses in the tendering process for the construction of prefabricated houses.
He, also questioned the distribution of Rs 38.60 crore compensation sanctioned by the Government for agricultural damage in the first phase, saying it was unclear who had actually received the funds.
Emphasising the need for maintaining data for all work, including aid distribution to relief camps and departmental projects, he questioned the Government's sincerity, citing lapses in relief material delivery to IDPs and the construction of prefabricated houses.
The Congress MLA said he has no faith the BJP Government would work out a concrete solution to resettle the IDPs, as it had allegedly failed in everything from small tasks to large projects.
Meghachandra was accompanied by other MPCC leaders during the visit.
