State Human Rights Commission to be revived soon

On the day 6 of the ongoing 4th session of the 11th Manipur Legislative Assembly, Law and Legislative Affairs Minister L.Jayantakumar said that Manipur State Human Rights Commission will be revived and made functional very soon.
Answering to a question raised by MLA O.Henry Singh, during question hour, Jayantakumar Singh said that the due process for reviving the Manipur Human Rights Commission has already started.
He also maintained that the eligible candidate for the post of Chairman has been intimated.
As soon as the present processes are completed, the Commission will be functional, he added.
Jayantakumar, who is also Health and Family Welfare Minister, informed the House that the physical progress of the work for the expansion of JNIMS Gynaecology Ward is 45% complete and Rs 600 lakhs has been released against the estimated cost of Rs.1860.54 lakh.
Replying to the question raised by MLA Shri O.Surjakumar Singh, the Minister also said that Planning Department has been requested to allocate fund for the remaining balance of Rs.1260.54 lakh which is needed for the completion of the project.
Answering to a question raised by MLA O.Henry regarding the physical progress for the construction of 45 MLD Water Reservoir at Chingkhei Ching at Imphal East, PHED Minister Shri Losii Dikho said that the work for hill cutting/leveling of site has been completed.
Excavation of earth work for foundation of clear water reservoir is also completed.
The Minister said that the total project cost is Rs.153.17 crores out of which budget provision for the year 2017-18 is Rs.20.00 crores.
The project is targeted to complete by March, 2019, he added.
Supplementing to the reply of the Minister, O.Henry urged for timely completion of the project in the interest of the people especially residing in an around Imphal.
Replying to a question asked by MLA Dr Chaltolian Amo, Chief Minister N.Biren Singh said that the number of vehicles detailed at Delhi Manipur Bhavan is 15, 6 at Kolkata Manipur Bhavan and 5 at Guwahati Manipur Bhavan.
The Chief Minister also replied to a question raised by O.Surjakumar regarding the total budget provision of MoBC and its different schemes.
He informed that the total budget provision (RE) of the Department for the year 2017-18 as allocated by the Planning Department is Rs.7871.00 lakh including Rs.4684.00 lakh Central Share of MsDP and Rs.1412.00 lakh Central Share of SC Scholarships.
Skill development programmed like reed making/bamboo crafts, banana/pineapple fibre crafts, tailoring/embroidery, computer training, health (Chief Minister's Laiyeng Shen), Remedial Coaching (CM's Lairik Yengminnashi), fishery, etc.

MLA K.Ranjit Singh raised a call attention during the zero hour regarding the location of kakching District Headquarter.
Replying to the query, Revenue Minister Karam Shyam said that the Government will take decision after thorough assessment as the matter is delicate in nature.
He also said that the decision will be taken in the maximum interest of the public so that the sentiments of the people are not hurt in the process.
