Past catches up after retirement

Even as the institution of Parliament and State Assembly where the elected representatives of the people sit are being accorded a place of reverence in a democracy, it has come to light that in Manipur an employee of the State Assembly recently retired from service after working for 35 years on the basis of fake documents.
Disclosing this to The Sangai Express, a reliable source said that the matter came to light during the course of investigating a case by the State Vigilance Commission with the approval of the Legislative Assembly.
Identifying the employee in question as one Nongmeikapam Shyamkumar, the source informed that he was appointed as an LDC in accordance with order no.5/2/7-LA issued by the Manipur Legislative Assembly on 16/10/1972 and his post was regularised via order no.5/2/7-LA (P-II) on 22/7/76 .
Subsequently, Shyamkumar was promoted to the post of SO on 28/4/89 and afterward as Deputy Secretary before retiring in the same post on February 29 this year.
However, when the Vigilance verified the matric certificate of Shyamkumar under the Board of Secondary Education, Assam, Guwahati in 1965, it was detected that the certificate was fake.
Even though the documents related to appointment of Shyamkumar in the Assembly could not be found as the same had been destroyed in the fire that burnt down the Assembly building on June 18, 2001, the Vigilance detected the fake appointment during the course of verifying the documents from the office of the AG.
Although Shyamkumar has retired from service, the Commission has recommended to the Assembly Secretary not to release pension and other necessary payment to him, the source said, while informing that the another recommendation had also been forwarded to the Government for instituting a departmental inquiry and recovered all the amount of the salary and other allowance enjoyed by Shyamkumar in evocation of the provisions under the Manipur Public Servant Personnel Liabilities Act.
