Imphal, December 03: Acting on a status report submitted by police, the Manipur Human Rights Commission (MHRC) has today registered a case pertaining to the gang rape of a minor girl by three youths on December 29.The Commission asked the DGP to furnish information on the progress of the investigation of the FIR registered on the matter by December 29 and fixed December 31 for further orders.

In his status report submitted today, the SP Imphal West mentioned about the gang rape of a minor girl from Tera Loukrakpam Leikai by three Muslim youths at Kshetri Awang Leikai on November 29 evening.

The accused are Md Ithemcha (18), Md Firoz Khan (20) and Md Ithemcha (25).Two of the accused were arrested by police yesterday.

A case under FIR No 215 (12)2001 u/s 366/376/ 34 IPC has been registered by the City Police.

The report mentioned that efforts are being made to arrest the accused who allegedly raped his three year Old child at his rented house at Naoremthong on November 29 evening.

A case has been registered by the Lamphel PS u/s 376 IPC, the SP added.

In another case, the Commission has today issued reminder to the Principal Secretary (Home) on an ex-gratia case asking him to submit his ATR by December 27.The proceedings followed a petition filed by one M Ibomcha whose son, a student, was killed when unidentified gunmen fired towards a crowd watching Thabal Chongba at Bashikhong on March 8 this year.

Stating that his son died due to the action of the militants, ex-gratia should be granted according to the Government policy, the petition had contended.

The Commission fixed December 28 for further orders.

CS asked to submit ATR in ex-militants' case: The Manipur Human Rights Commission (MHRC) has asked the State Chief Secretary to submit his Action Taken Report (ATR) regarding the alleged deprivation of benefits of surrendered militants within 48 hours.

The rights panel had on November 20 asked the Chief Secretary to ensure that State Government provides the militant-turned-policemen their basic necessities including food, clothes, shelter and security.

It also maintained that they should not be turned out from Government accommodation and sought the ATR within 48 hours.

In today's proceeding, the Commission observed that the Chief Secretary has not submitted his report even after ten days from the date of issuing notice.
