Imphal, October 29 2010: A habeas corpus petition was filed today in the Guwahati High Court, Imphal Bench to produce "the potential arrestee Rajkumar Meghen @ Sanayaima" at the earliest.

RK Meghen's whereabouts, mention may be made here, still remain uncertain even as media reports said that he was arrested in Dhaka, Bangladesh.

The BBC in its latest report yesterday (October 28) quoted a senior Indian military intelligence official who confirmed to the BBC that Meghen was in Delhi.

The habeas corpus petition was filed by RK Ibenungshi, wife of RK Meghen to the Guwahati High Court, Imphal Bench today.

Aggrieved by the arbitrary manner in which the husband of the petitioner has been detained, she is filing the petition praying the court for producing him in the event of his arrest and for handing him over to the nearest police station or to a police station in his home town in accordance with the due process of law.

Sanayaima who is suspected to be arrested by a combined team of the Indian intelligence agency RAW and their Bangladeshi Counterparts Counterparts from Lalmatia area of Dhaka under Mohammadpur Police Staiton on September 29 at about 12.30 pm while he was travelling in his vehicle bearing registration no Dhaka Metro G-17-0716 .

It is also assumed that her husband was handed over to the Indian authorities after his arrest by the Bangladeshi Police and that he has been flown to New Delhi in an Indian aircraft.

However, the India authorities have denied their involvement in the said arrest as well as the report that he was handed over to the Indian authorities, Ibenungshi reminded in her petition.

She also mentioned that despite making representations to various authorities seeking Meghen's whereabouts, they are yet to intimate any details regarding the whereabouts of the potential arrestee till date.

Authorities by not disclosing any information regarding the potential arrestee, the situation demands the utmost promptitude, pretending ignorance by the respondents and is a clear infringement upon the right to life and personal liberty guaranteed under article 21 of the Constitution of India.

On the other hand, while the Central government is being pressed to disclose the whereabouts of RK Meghen, chairman of the proscribed UNLF, police are looking for the vice chairman of the outfit who was arrested four years back in 2006 but was released on bail on medical grounds.

A team of Imphal east police commandos conducted a raid in the house of Khundongbam Tomba Singh alias Ibotomba alias Sunil alia Pambei (60) son of late Itocha of Wangkhei Ningthem Pukhri Mapal, vice-chairman of the UNLF but failed to find him.

On October 25 at about 10.20 am, Porompat Police registered a case stating that top leaders and hardcore cadres of UNLF operating in Manipur as well as outside the state were indulging in prejudicial activities.

Pambei's name was implicated in the case as one of the leaders of the outfit directly or indirectly involved in the activities.

Khundongbam Tomba Singh alias Ibotomba alias Sunil was arrested by a combined team of Manipur and Tamil Nadu police from Ganga Hospital, Tamil Nadu on September 10, 2006 where he had an operation.

He was arrested as a member of the Central Committee of the outfit and detained under NSA.

Later, he obtained bail and settled at his house at Wangkhei in Imphal east district.

Police realised that Pambei was the vice-chairman of the UNLF following a press statement sent to the local media confirming the arrest of the chairman of the outfit, RK Meghen alias Sanayaima in Bangladesh and subsequently taken to India after the BCC flashed the news of the arrest of the UNLF's chairman.

Apparently Pambei had released the press release.

With no clue to his whereabouts following the raid at his house at Wangkhei Ningthem Pukhri Mapal, Porompat police registered an FIR case against Pambei and the outfit he is leading after Meghen's alleged arrest in Bangladesh.

Since the last three decades, a series of crimes like ambushes on security personnel, killing of innocent people, kidnapping for ransom, dacoity and extortion from the businessmen and government officials have been committed by the cadres of UNLF, police charged in the FIR case.

It further charged that the party has been illegally collecting money for procurement of arms and ammunition.

In this activity Pambei was directly or indirectly involved.

He is a member of the Central Committee of UNLF and presently holding the key post of vice-chairman of the party.

Earlier, he had been arrested by a combined team of Manipur and Tamil Nadu Police from Ganga Hospital, Tamil Nadu on 10/9/2006 in connection with FIR case no 284 (10)04 of Imphal Police Station.

Further, he was detained under NSA (National Security Act)-vide cril no 51 of 2006 dated 18/9/2006.Even after his arrest and detention, he could not return successfully into a normal life.

He never returned to his residence after his release on bail.

He rejoined his organisation and committed the same prejudicial activities like kidnapping for ransom, extortion and terrorizing the general public and government officials, the case against Pambei stated.

He was involved in the recruitment of un-employed youths into the banned organisation to strike terror to the general public and to wage war against the India government.
