Source: Hueiyen News Service

Imphal, November 26 2010: Police and security personnel in Lamphel area are giving attentions to a bomb attack at the quarter of an officer, by suspected armed UGs abduct another officer after calling him out from his office not so far away from the officer's quarter under a failed bomb attack.

On the other hand, the drivers of the freight trucks kidnapped by suspected underground from Taphou area on NH-39 .

The sources have released unharmed obth of the men.

Police suspected the kidnappers to be activists of Naga National Council (NNC).

In the daily mission of kidnapping and threatening of individuals apparently in connection with extortion demands, particularly in Imphal areas, a section officer (SO) of the Fisheries Department, Lamphel had been under attack just a few minutes earlier.

Another bomb was lobbed at the official quarter of a Block Development Officer of Imphal West district.

The SO, Veda Prakash (a non-Manipuri) was kidnapped by two armed youths after calling out from his office at Thangmeiband Watham Leirak, Imphal around 11.10 am today.

In another incident while hurling of a bomb at the quarter of the BDO, Keisham Rajendro near the Central School, Lamphel took place around 11 am.

The bomb failed to explode.

Officials said that the SO was called out from the office on the pretext of having a talk on certain matters by the two unknown youths who came in an auto-rickshaw.

They forced him into the auto and hurriedly left the place.

Police suspect the kidnappers to be activists of a group of KCP (MC) .

Imphal west police sent out its commando personnel and immediately launched a manhunt.

They also chased the kidnappers following the route they made their escape with the kidnapped officer.

Police could not rescue the officer till late this evening.

Meanwhile, the bomb recovered at the quarter of the BDO was successfully defused by a police team and was disposed off at an open place at Lamphel.

If seems that the abduction and placing of the bomb is the officer's quarter were part of the daily mission of the militants aimed at kidnapping and threatening of individuals to carry out extortions in the state, particularly in Imphal areas.

In yet another incident ast night a bomb exploded at the house of executive engineer Pamching of electricity department in Ukhrul district.

The explosion took place around 5.30 pm at the residence of the engineer at Hemleikhong village under Ukhrul police station.

No casualty was reported in the blast.

Police suspect the attackers to be cadres of Volunteers of Innocent People of Nagas (VIPN) who had launched another bomb attack at the same residence a few months back.

Meanwhile, both the drivers of the two freight trucks kidnapped by suspected militants earlier in the day yesterday were released unharmed late last night.

The two drivers, Kh Boinao (27) of Ninthoukhong Awang Khunuo and Dawood Jamad (24) of Amirjal village of Assam were kidnapped by suspected NNC activists.

Dawood was released night around 11 pm while Boinao was realeased around 7 pm, police said adding that police personnel at Senapati district headquarters who were on an alert after the kidnapping intercepted Dawood roaming around Senapati Bazar after he was released.

The two were kidnapped in connection with extortions but apparently unable to hide them with police conducting search operations mass scale, the kidnapper might have fled abandoning the drivers, police said.

Acts of kidnapping and extortion have been on the rise in the recent past, particularly in Imphal and on the national highways passing through the state.

Extortions in the state were largely carried out by the innumerable factions of UG groups operating in the state particularly in Imphal and its outskirts where most of government offices and business establishments are concentrated.

The rise in the incidence of extortion is actually, a manifestation of the overall slide in the law and order situation in recent months.

Almost everyday, there are reports of threats to government officers and individuals by triggering or depositing bombs, particularly in Imphal city.

Imphal, the capital city of Manipur is the nerve centre of extortions by all underground groups because of the concentration of all government offices and business establishment.

The extortions carryed out by UG groups contract works including supply, transportation, contracts, etc.

Apart from this, they are also indulging in carrying out contract works through contractors sponsored by them.
