COHSEM question setters' meet violates confidentiality, alleges FESOK

Imphal, September 24 2026: The Federal Students' Organisation, Kangleipak (FESOK) has alleged that the Controller of Examinations of the Council of Higher Secondary Education, Manipur (COHSEM), which conducts the Higher Secondary Examination (HSE) with full authority, has failed to maintain confidentiality of Class XI and XU examinations, calling it an act against the interest of the State.

In a statement, FESOK said it is unfortunate that teachers selected to set question papers for various subjects for the 2027 Class XI and XII examinations were called and made to sit together inside the Controller's chamber for a meeting.

The organisation said the earlier practice to maintain confidentiality was to call subject teachers separately, and even then not revealing the identity of two to three teachers setting questions for a single subject.

But now, an incompetent person holding the post of COHSEM Controller of Examination has made all paper setters know each other, thereby compromising confidentiality.

FESOK said it has taken the matter seriously as some school teachers in Manipur lack professional ethics.

After being identified as question setters, some leak important portions for money at private coaching and residential boarding schools.

There are also cases of rich parents approaching setters to buy questions, and private schools paying large sums to directly purchase questions, which is widely known.

Demanding corrective action, FESOK urged COHSEM and the Education Department, Government of Manipur to remove the present Examination Controller by October 5 and appoint a new, competent person who can maintain confidentiality and follows Recruitment Rules.

It warned that if the statement is not taken seriously, FESOK will take up necessary steps as a pressure group.
