Imphal, December 21 2008: MANIPUR GOVERNMENT has not submitted relevant information sought by the Commission on the Centre-State Relations from the state through the state Home Department despite repeated reminders from the Commission since the early part of this year.

The delay in furnishing the information require by the commission was due to the failure on the part of the government departments which the state home department asked to furnish the require information on the relevant portion items and topics, official source said today.

State home department, following a communiqu� from the commission, has assigned nine departments for furnishing requires information on the relevant portion items or topics on February 5 this year for the first time.

Failure on the part of the departments to submit the same, reminders were sent in March and May.

But no reply could get from the departments concerns.

With no reply is received till date against the dead-line from any of the departments, the state home department has once again sent a reminder on December 10 last asking them to expedite furnishing of the required reply by December 27, officials of the state home department disclosed.

It was sent as home department has been reminded time and again in this regard by the Commission on Centre-State Relations, the source said.

Towards fulfilling its commitment of Common Minimum Programme, the Government at the Centre has set up a Commission on Centre-State Relations in April 2007 with an objective to look into the new issues of Centre-State relations keeping in view the sea-changes that have been taken place in the polity and economy of India.

The commission will examine and review the working of the existing arrangements between the Union and States as per the Constitution of India, the healthy precedents being followed, various pronouncements of the Courts in regard to powers, functions and responsibilities in all spheres including legislative relations, administrative relations, role of governors, emergency provisions, financial relations, economic and social planning, Panchayati Raj institutions, sharing of resources; including inter-state river water and recommend such changes or other measures as may be appropriate keeping in view the practical difficulties.

For this, the commission is seeking relevant information from the states and union territories.

On received of a communiqu� from the commission, state home department assigned nine departments of the state government to furnish the information on the portion items relevant with each department.

Law department was asked to furnish report on the constitutional scheme of Centre-State Relations, finance department on economic and financial relations, commerce department on unified and integrated domestic market while rural development and panchayati raj department on local governments and decentralized governance.

Police department was asked to submit a report on the criminal justice, national security and Centre-state cooperation, agriculture department on natural resources, environment, land and agriculture, public works department on infrastructure development, public policy and governance and education department (both higher and schools) on social, economic and human development.

The home department also asked these departments their comments on the commission, explanatory note, miscellaneous etc.
