Imphal, September 07 2025: All Manipur PHED Workers and Employees Association has demanded the State authority concerned to either convert the casual musterroll employees to work-charged category or to approve their regularisation.

The demand is specifically in connection with casual/muster roll employees who were not included in the conversion to work charged status on January 11, 1999 .

Speaking to media persons during a press meet held at Manipur Press Club today, Sapam Samungou, president of the Association, said that in 1997 as per an order by the Gauhati High Court for the regularisation of muster roll employees in PHED, the State Government approved 900 sanctioned posts.

Subsequently, work charged employees were regularised while muster roll employees were converted to work charged category.

During this period, some muster roll employees were not eligible for the conversion and were instructed to wait for 10 years.

However, even though 26 years have passed since 1999, their conversion to the work-charged category continues to be in limbo, complained Samungou.

Even after the State Government agreed to grant the Association's demands, the negligence over this matter at the PHED office is very unfortunate, he added.
