He maintained that the State's ability to produce successful sportspersons is also attributed to local clubs and stated that it is the local clubs who always take the responsibility of providing invaluable support and assistance to the talented youth emerging from the weaker section of the society.
The Chief Minister noted that this has become a culture in the State for which "we are proud of" .
He added that, apart from the support provided by the Government, the assistance extended by local clubs in the development of sports is significant.
He maintained that when he was first appointed as the Speaker of the Manipur Legislative Assembly, he had sufficient time to visit the localities of Singjamei Assembly Constituency, inspect various areas and meet the local people to address their grievances.
However, now serving as the Chief Minister of Manipur, at a time when the State is facing instability due to the prevailing law and order situation, Khemchand said he has very limited time to meet the people in the localities as frequently as before.

The Chief Minister appealed to the local people for their collective support and cooperation in bringing back normalcy in the State.
Kakchingtabam Ajitkumar Sharma, president, CRYDA, stated that he appreciated the active participation of the local people and the members of the celebration committee for their collective efforts towards the smooth conduct of the celebration.
He added that the members of CRYDA alone cannot run the association without the active involvement and support of the local people.
As a part of the celebration, the Chief Minister paid floral tribute to the departed founder members of CRYDA and mementos were also distributed to the founders, past office bearers, present office bearers, donors and celebration committee members.
