Imphal, August 30 2010: State chief Minister Okram Ibobi has said that steps to survey the land in the hill districts for computerising the records are being taken up.

Speaking at the inauguration of computerisation of Imphal West district land records at the office of Deputy Commissioner, Imphal West, Chief Minister Ibobi, who was the chief guest at the function, affirmed that computerisation of land records is highly safe.

it is very difficult to protect and maintain the land records from being damaged or destroyed.

If the land records are computerised, it would be very safe.

There are sometimes chances of making error in maintaining the land records manually.

The Chief Minister said that no survey for the land in the hill areas had ever been carried out.

The government was taking steps to survey the land in the hill areas for computerisation so that the land records could be maintained properly.

In this regard, Chief Minister Ibobi said, the MLAs of the hill areas were being consulted, and they have also expressed willingness for the same.

The government was discussing whether to set up a separate directorate to maintain the land records, Ibobi said adding that it was very important to maintain the land records properly in the present times.

He said, in Imphal West district land records belonging to eight villages were being computerised.

The other villages would also be computerised very soon.

Once the land records were computerised, when a person wants to obtain his patta, it would not take more than five minute.

This would save the people a lot of time and inconvenience.

After the officials of Settlement Department complete the land survey, computerisation of the records was done.

However in some areas the Settlement officials have not completed land survey even after 30 years.

In this regard, he had given stern instructions to the officials, the Chief Minister told the gathering.

He further said that it has become necessary to formulate certain land policies after examining the land classification.

In developed countries, land classification is properly enacted.

The land is classified into various areas such as commercial area, institutional area, etc.

There is no reason for the different areas to complicate with each other.

In Manipur also, it is necessary to enforce rules of land classification.

In Gurgaon in Hariyana near Delhi, Manipur has an eight-acre plot which is located in institutional area.

Talking about construction of various infrastructure in the agricultural land, the Chief Minister said that if certain infrastructure was to be constructed in the agricultural land, prior permission should be obtained from the authority concerned.

It has become necessary to have mininum guidance value.

MLA I Hemochandra, who presided over the function, said that it was necessary that the officials took up the work for computerisation of land records carefully in a time-bound manner.

The people would be benefited by the computerisation of land records, he said.

Commissioner, Revenue, Sunderlal was the guest of honour at the function.

Earlier, the Cheif Minister launched the computerisation of land records by distributing pattas to different persons including MLA Hemochandra.
