Senapati/Ukhrul, October 19 2026:
The Senapati District Students' Association (SDSA) has questioned the integrity, transparency and impartiality of Manipur Government over what it termed selective administrative action, particularly the transfer of Tholu Rocky, MPS, Superintendent of Police, Kamjong, following allegations circulated on social media that the association described as unverified.
Describing Rocky as an officer widely respected for his moral integrity, professionalism and dedication to public service, SDSA condemned the alleged attempts to assassinate his character without credible evidence and questioned the Government's failure to adequately address such accusations.
The association expressed serious concern over the Government's continued disregard for longstanding grievances raised by the people of Senapati District against Thangkhochon Haokip, Additional Superintendent of Police (Law and Order), Senapati, despite repeated representations reportedly supported by evidence concerning allegations of communal partiality and misconduct.
SDSA further questioned how Thangkhochon Haokip continues to hold responsibility for law and order in Senapati district despite not reporting to the district or attending his designated office for months.
Expressing a sense of betrayal among the Naga people, SDSA questioned whether the Government applied different administrative standards to different communities and whether legitimate Naga grievances are being accorded equal consideration.
The association demanded the immediate removal of Thangkhochon Haokip from Senapati, clarification regarding the circumstances surrounding Rocky's transfer and an explanation for the Government's failure to satisfactorily address repeated representations from the district.
Warning of intensified agitation, SDSA asserted that the patience and restraint of the Naga people must not be mistaken for weakness or acceptance of injustice.
Meanwhile, the Naga People's Organisation (NPO), Senapati, expressed shock and serious concern over the immediate transfer of Kamjong SP Tholu Rocky following the unverified allegations.
NPO in a statement described Tholu Rocky as an officer of integrity who has consistently discharged his duties with professionalism and dedication.
The NPO expressed belief that his service record and professional conduct is well known by all his senior and junior officers and any false allegations given by an individual who is from a 'militant background and whose family is associated with all kinds of criminal activities shouldn't be considered as authentic report.
The NPO urged the State Government to function in accordance with the rule of law and constitutional principles, and not be influenced by the pressure of criminal leaders.
The people of Senapati cannot and will not remain silent if decisions affecting public administration and the professional dignity of officers are perceived to be driven by a criminal leader rather than merit and the public interest.

It may be noted that Tangkhul Naga Civil Society Organisations (CSOs) based in Kamjong Headquarters, Raizan and the Zingsho region have sought the immediate intervention of Chief Minister of Manipur and demanded to stay the transfer order of Kamjong Superintendent of Police (SP), Tholu Rocky.
The CSOs submitted a formal representation through the MLA, 43-Phungyar (ST) Assembly Constituency seeking a stay on the transfer order.
As per the representation, the general public of Kamjong District expressed discontentment over the sudden and unjustified transfer of SP of Kamjong following the incident of Chassad/Kamjong on October 17, 2026 in which the Kuki National Anny-Burma (KNA-B) and Village Volunteers of Eastern Zone (VVEZ) were involved in armed attacks on the innocent Tangkhul Naga civilians.
The representation highlighted 'a series of attacks and cross-border terrorism by the KNA-B and VVEZ against the Naga villagers in Z Choro, Wanglee and Namlee on May 7 2026; Pilong and Ningchou on September 24 and October 10 respectively which resulted to the loss of lives of six civilians.
Further, a similar offensive was carried out against the Tangkhul Naga civilians in Huimin Thana and Kherongram, Nampisha on July 1 2026; at Kamjong Headquarters on October 9, 2026, and Skipe and Pilong Tangkhul villages on October 18, 2026.However, in all these cases, the State and Central Government have been indifferent and have not initiated any action so far towards the disturbing circumstances affecting the border villagers, the CSOs alleged.
"The immediate and biased action initiated by the authorities following the false allegation levelled against the upright senior Police Officer by certain Kuki Legislators and representatives of their CSOs is totally uncalled for and is against the larger interest of the public in Kamjong District', it said.
The representation also mentioned that Tholu Rocky has an impeccable service record and exceptional rapport with the people in Kamjong district and commended his integrity, dedication to public service and administrative transparency.
The CSOs appealed to the Chief Minister to stay the transfer order of Kamjong SP, Tholu Rocky with immediate effect in the larger interest of the public.
