Imphal, January 04 2008: STATE GOVERNOR, Gurbachan Jagat, Chief Minister, O Ibobi accompanied by top bureaucrat officers of the state will leave Imphal tomorrow for New Delhi to attend the January 6 conference of Chief Ministers on steps to be taken up to curtail terrorism in the country.

The conference to be held at Vigyan Bhavan, New Delhi under the chair of the Union Home Minister, P Chidambaram will be followed by another high level meeting of heads of the state of the North Eastern Region to be convened by the Union Minister of Departments of North East Region (DoNER), Mani Shanker Aiyer on January 7 .

Official sources here today said that state Chief Secretary Rakesh, Principal Secretary (Home) DS Poonia, DGP, Y Joykumar and some heads of departments will be leaving along with the Governor and the Chief Minister to attend the meetings and assist them.

The scheduled conference on internal security was convened by the Union Ministry of Home Affairs for the Chief Ministers, Home Ministers, Home Secretaries of states and union territories of the country to discuss the strategies for prompt handling of terror attacks, toning intelligence network and security of key installations, including nuclear plants as main agenda, the sources said.

Agency reports said that in his first exercise after taking over the reins of Home Minister, P Chidambaram will elicit views from the state governments on measures to beef up the security machinery to check terrorism in the wake of Mumbai terror carnage.

The Wednesday's meeting is expected to give emphasis on how to fight the menace of terrorism through development and security.

Besides reviewing the security preparedness of the Moaists-infested states, the Union ministry is also likely to take note of the progress of development and projects initiated in 33 districts across the nine states of the country.

Immediate filling of police vacancies, setting up of the police networks (POLNET) connecting all police stations through a computer-based system for sharing of information and videos of crime scenes and swift action on police reforms are other issues which the chief ministers will deliberate in the meeting.

The issue of strengthening intelligence collection and sharing mechanism (Subsidiaries of Multi Agency Centre), modernization of police forces and discussion on the modalities of the working of the newly-formed National Investigation Agency are also on the main agenda of the first meeting.

The state Governor, Chief Minister along with the Chief Secretary, Commissioners, Secretaries and heads of departments who will form as part of the state delegation will also attend the 57th North Eastern Council (NEC) meeting to be held on January 7 at Parliament House, New Delhi which is to be convened by the DoNER.

The meeting will be chaired by the DoNER Minister, Mani Shanker Aiyer.

Prior to the high level meeting of the heads of the states of the NE region, a two-day long official meeting will discuss the agenda�like revised estimates, 2008-09 of the NEC, modified 11th plan for next three years and committed liabilities worked out for the ongoing schemes, the source here said.
