Crimes against women need an effective investigation agency : N Mangi

Imphal, December 21 2011: Taking a serious note of the growing violence against women, CPI MLA N Mangi has today recommended the setting up of an effective investigating agency to deal with the menace.

Moving a call attention motion during the morning session of the Assembly today, Mangi said that even during the international fortnight on violence against women (from November 25 to December 10) there were many cases of women being killed and cases of domestic violence in the State.

Recalling some incidents of the recent past, Mangi said that only recently a ten year old girl child was flung to death after being raped from the tenth floor of a building at Hatta.

The rising trend of violence against is women is alarming, he said and referring to media reports, cited the examples of a housewife found dead under contrasting claims at Thoubal Ningombam, death of a housewife at-Mayang Imphal Bengoon etc.

On top of this a physically disabled girl was raped at Naoroijam, said Mangi and added that the need for an effective agency to check the rising crime graph against womenfolk is needed.

The MLA questioned how successful the Government has been in nailing the culprits responsible for battering women and further asked what it has done for the victimised womenfolk.

Responding to the call attention motion, Chief Minister O Ibobi who also holds the Home portfolio said that it is the duty of the Court to penalise the perpetrators of crime against women.

To check crime against women, police officers of the rank of SDPO have been designated as Nodal Officers, said the Chief Minister further.

Answering the specific points raised by the MLA, the Chief Minister said that in the case of the death of a housewife at Thoubal Ningombam, the husband, who is a policeman and the father-in-law have been picked up and sent to jail.

Action is being taken up, he said.

The mother-in-law of the deceased housewife is still absconding, he said.

Two suspects have been rounded up in connection with the rape and murder of a 10 year old girl child at Hatta, said the Chief Minister and added that the two have admitted to the crime.

The building belongs to a doctor, said the Chief Minister.

On the death of another housewife at Keinou, the Chief Minister said that two suspects have been rounded up by Bishnupur police.

Investigation is on.

The Chief Minister further informed the House that in the case of the death of a housewife at Mayang Imphal Bengoon, two suspects have been picked up while the others are absconding.

A suspect has also been picked up by Patsoi police in connection with the rape of a physically challenged girl at Tharoijam, said the Chief Minister and added that investigation is on.
