Employee's Association of MTDC seeks clarification

The Employee's Association of Manipur Tribal Development Corporation (MTDC) has raised serious concerns regarding appointment of a retired person as an Additional Chief Engineer of the Corporation.
In a press note, the association, which had earlier observed a pen-down strike on July 9, 2026, demanding the continuation of Grant-in-Aid, preventing the establishment of subsidiary entities, and halting unjustified recruitment, said that it withdrew its agitation following assurances given during a July 23 meeting in New Delhi with the Deputy Chief Minister (i/c Tribal Affairs & Hills) and Chairman of MTDC .
According to the association, leadership had assured that their demands would be appropriately considered by August 2026 .
However, the association expressed strong objections to a recent engagement order issued on August 11, 2026, appointing a retired individual as Additional Chief Engineer of MTDC .
It questioned why four qualified Superintending Engineers already within MTDC were overlooked for the post if the post is urgent.
The association questioned whether there has been any measurable increase in workload, projects or responsibilities of the office that necessitate the 'sudden' engagement of an Additional Chief Engineer.
Moreover, the association requested the specific duties, responsibilities, expected outcome and financial implication of engaging an Additional Chief Engineer be disclosed so that the employees can understand the necessity of the decision.
The association also expressed concern over the background and credentials of the person appointed as Additional Chief Secretary.
The association claimed that it had come to its knowledge that the individual had reportedly faced disciplinary action and was suspended in 2017 in connection with corruption charges.
The association questioned whether the competent authority had conducted proper verification of the individual's service record, disciplinary history, and vigilance status before making the appointment.
In addition, the association sought clarification regarding the alleged incorporation of a private firm, MTDC Infra Projects Pvt.
Ltd., on May 5, 2026 having four Directors.
Among others, it asked whether MTDC Infra is a joint venture , subsidiary, associate, partner or authorised agence of MTDC and whether the company is authorised to use MTDC's name, abbreviation, logo etc .
