Seminar deliberates on new criminal laws

Imphal, June 20 2024:
A seminar-cum-training programme of master trainers of the three new criminal laws was held today at Sangai Hall, Hotel Imphal by the Classic, North AOC here under the aegis of the Law and Legislative Affairs Department, Government of Manipur.
Speaking at the event, Vineet Joshi, Chief Secretary, mooted the need to introduce Meitei/Meetei language, which is the local language of the State while filing FIRs and asserted that the same will facilitate the people in communicating their complaints and grievances.
He urged all concerned to ensure that the language of the public is used while communicating with them so as to avoid common misinterpretation.
He emphasized on the three new laws, namely, the Bharatiya Nyaya Sanhita, 2023; the Bharatiya Nagarik Suraksha Sanhita, 2023 and the Bharatiya Sakshya Adhiniyam, 2023 enacted by the Parliament, which will come into force on 1st July, 2024 .
He said that the new laws were to replace archaic laws of the British era.
Stating that the move is a big change for a new India, he asserted that through the three laws, the Government of India has been working to give justice to all its citizens.
The Chief Secretary also pointed out the critical role of media including print, electronic and social media in disseminating information on the three new criminal laws to the public.
He further urged them to take extra initiatives in ensuring that only the right and correct information reaches to each and every individual of the State.
Taking part in the programme, Rajiv Singh, Director General of Police, highlighted the significance of the three new criminal laws which have brought major changes in the Indian criminal justice system.
He appealed to the public for their support and cooperation in ensuring effective implementation of the system.
He also thanked the Law and Legislative Affairs Department for organising such a seminar.
The event was also attended by Justice Kh Nobin Singh (Retd), Director, Manipur Judicial Academy; Ch.
Momon Singh, Asst.
Professor, LMS Law College and Nungshitombi Athokpam, Commissioner (Law), lawyers and police officials.
In the second session, Ch.
Momon Singh, Assistant Professor, LMS Law College presented of paper on the three new criminal laws with emphasis on "Bharatiya Nagarik Suraksha Sanhita, 2023" .
Justice Kh.
Nobin Singh, former Judge, High Court of Manipur and Director, Manipur Judicial Academy too presented a paper on the three new criminal laws, its perspective, roles, function and responsibilities of stakeholders etc.
The session also witnessed a powerpoint presentation by Suzane Thingbaijam, Deputy Secretary (Law), Government of Manipur.
In the third session, an interaction programme was held with Justice Kh.
Nobin Singh as moderator no.1 and Ch.
Momon Singh as moderator number 2 .
