Students sensitised on stalking and its legal remedies at MU

Imphal, August 28 2026: Manipur University on Friday held a one-day awareness programme on stalking at the VC Court Hall, bringing together police officials, academics and legal professionals to sensitise students about its growing forms in digital space.

The programme was organised by the Manipur State Commission for Women (MSCW).

Delivering the keynote address, MSCW Member Secretary W Phajatombi Devi stressed the need for greater public discussion on stalking, stating its consequences extend beyond the immediate incident and seriously affect mental well-being.

MU Vice Chancellor in-charge Prof RK Hemakumar said such programmes provide students practical knowledge about social problems that cannot always be addressed through classroom learning.

MSCW Chairperson Th Tiningpham Monsang said this was the second initiative of the Commission focusing on stalking.

She noted students can take the message to families and communities and pointed out that both offline and online stalking are covered by law.

Speaking on cyberstalking, SP (Cyber Crime) John Ningombam explained how stalking has entered digital lives through social media, messaging apps, email, dating platforms and online gaming.

He said a single unwanted message may not amount to stalking, but repeated contact despite clear boundaries causing fear or distress does.

He cited fake profiles, location tracking, monitoring through friends, leaking private information and unauthorised access as common forms.

In the first technical session, Prof M C Arunkumar, Dean, School of Human and Environmental Sciences, MU, highlighted the need for more research and a standard scale to assess stalking in India.

He said effects vary from person to person and prolonged stalking can lead to anxiety, depression and PTSD, and cautioned against victim blaming.

In the second session, CO, 1 st Battalion Manipur Rifles, Khoisnam Sarma explained procedures for filing complaints while advocate Rajkishore Thiyam spoke on legal rights, and protections for women.

Participants were also informed about cybercrime helpline 1930.The programme concluded with emphasis on early recognition of stalking and encouraging victims to report.
