State observes Constitution Day

The Constitution Day or Samvidhan Divas was celebrated yesterday at LMS Law College to commemorate the historic moment in 1949 when the Constituent Assembly adopted the Constitution of India.
Later, the Indian Constitution subsequently came into force on January 26, 1950.It is also the day when the Nation remembers BR Ambedkar, the architect of the Indian Constitution.
The function was organised by the Law & Legislative Affairs Department, Manipur in collaboration with LMS Law College, Imphal.
Law & Legislative Affairs Minister Th Satyabrata Singh led the audience in reading the Preamble to the Constitution of India during the function.
Recalling the grand event in history when the Constitution was adopted, Th Satyabrata stressed on the Constitution values among the citizens and the enforcement of the rights and duties of the citizens of the country.
M Harekrishna, Commissioner (Higher Education), Government of Manipur, highlighted that any scheme, policy or project that the Government plans and implements must be within the jurisdiction of the Constitution.
He reflected that law as a subject is unique as a certain level of understanding, appreciation and attachment is required rather than merely getting degrees.
Nungshitombi Athokpam, Law Secretary, Government of Manipur, briefed on the main theme of today's function and expressed regret that the activities of the annual calendar cannot be carried out satisfactorily as normal due to the prevailing Covid pandemic.
An extempore speech competition was also held as part of the function.
Faculties, students and staff of LMS Law College attended the function.
Webinar on Indian Constitution
Indian Constitution is without a doubt the best Constitution of the world as it gives full freedom and opportunities to grow, irrespective of our background, religion, gender, caste or economic status.
These views were expressed at the webinar held on the occasion of the Constitution Day organized by Press Information Bureau (PIB) and Regional Outreach Bureau (ROB) Imphal yesterday.
Speaking on the occasion, Jarnail Singh the Administrator of Manipur University said "we are lucky to have one of the best Constitutions of the world.
The makers of our Constitution have included the best elements of all Constitutions of the world and we realize its importance when we go to the countries where the freedoms and rights granted by our Constitution are not there".
He said that the Constitution gives us freedom to be ourselves and grow.
Dr Yumnam Premananda Singh, Head of Law Department, Manipur University said, "We are proud of our Constitution because it guarantees that we will not be ruled by individuals but by rule of law.
It is a beautifully drafted document that must be read, widely discussed and understood by all citizens".
He elaborated on the distinction between the provisions and spirit of the Constitution and the application of it that is known as Constitutional Law.
He gave a detailed overview of the structure of the Constitution.
In his welcome address, Additional Director General (NE Region), Ministry of Information and Broadcasting SN Pradhan said that the Constitution has served to keep the Nation together, given hope and protection to millions of underprivileged and downtrodden individuals, shown the country the right path in times of turmoil and conflict and has been flexible enough to absorb the dreams of a growing Nation and has grown along with it without losing its essential value system.
The Government declared in 2015 that every year November 26 will be celebrated as Samvidhan Divas or Constitution Day.
Delivering the vote of thanks, Abhishek Dayal, Director, PIB Imphal said that eternal vigilance is the price of liberty.
"In this spirit it is our duty to make every citizen aware of their duties and rights and must guard this beautiful structure of governance that has been formalized in the form of our Constitution," he added.
Over 100 media persons, legal experts, officials of the Ministry of Information and Broadcasting and faculty and students of Manipur University attended the webinar.
