AISGEC endorses Govt employees' demands

Imphal, June 23 2026: Even as Government employees taking mass casual leaves affected normal functioning of several offices for the second day today, the All India State Government Employees Confederation (AISGEC), Manipur Unit has endorsed the demands of the Manipur Government Services Federation and Manipur State Pensioners' Union.

The demands being raised by State Government employees are genuine and justifiable, said AISGEC Manipur State Unit in a statement.

Notably, State Government employees had launched the stir yesterday urging the Government to address 8 demands.

The Government employees have been demanding the Government to--enhance the retirement age from the existing 60 years to 62 years; enhance DA/DR at par with that of Central Government employees; revoke order for cancellation of holidays on Saturdays; constitution of State Pay Commission for implementation of 8th Central Pay Commission; scrap New Pension Scheme (NPS)/ Unified Pension Scheme (UPS) and restore Old Pension Scheme OPS for State Government employees; stop partisan and re-engagement after retirement; and stop contractual appointment against sanctioned posts and regularize all contractual/casual/muster roll employees.

The AISGEC Manipur Unit said the demand for raising the retirement age to 62 years from the existing 60 years is justifiable.

As the upper age limit for recruitment has been raised, the retirement age must also be raised for getting the qualifying period for pension and other benefits.

About 50% of the sanctioned posts with the Government are lying vacant and many Departments are almost paralyzed due to shortage of manpower.

As it will be very difficult to fill up the vacant posts at a stretch, retaining the in-service employees for at least two years by enhancing the retirement age will be beneficial to both the Government and the employees, it said.

Moreover, the rate of 42% DA/DR which is being given to the employees is outdated and inadequate in view of the price index and current high inflation rate in Manipur.

Raising the DA/DR to the rate at par with that of Central Government employees could cushion the adverse impact of price rise and inflation, it said.

Reverting to the Old Pension Scheme (OPS) is necessary for the sake of social justice, and regularization of all the contractual employees, who had been appointed with due procedure is justifiable as per the Constitution, it added.
