Shift AS&SO Thoubal back to Thoubal DC Office Complex: TDBA

Thoubal District Bar Association (TDBA) has appealed the relevant authority including Manipur Governor, Chief Secretary and DC Thoubal to shift the Assistant Survey and Settlement Office-X of Thoubal from Lamphelpat to Thoubal DC Office Complex in the interest of the public.
Speaking to media persons after a public meeting held at Khangabok, Kh Arunkumar Singh, president, TDBA said that during the term of former Chief Minister N Biren Singh, the Assistant Survey and Settlement Office (AS&SO)-X Thoubal, which was previously housed at DC Office Complex Thoubal, was shifted to the Directorate of Settlement and Land Records (DSLR) at Lamphelpat.
With this move, the land records of 22-Kiyam Siphai, 28-Thoubal Achouba, 32-Athokpam, 33-Khangabok, 45-Langathel, 46-Phundrei, 132-Puma Heituppokpi, 15-Arong, 14-Laiphrakpam and 13-Atoukhong village have also been shifted to the new office.
Meanwhile, land surveys of these villages are yet to be completed, said Kh Arunkumar.
Stressing on the inconveniences burdening the public of these villages owing to the shifting of the AS&SO, he further pointed out that anyone seeking to obtain land related documents such as Jamabandi.
Land Valuation Certification, Non-Encumbrance Certificate, Mutation Proceedings, Demarcations, Gift Deed or documents for mortgage, sales and loan has to visit the office at Lamphelpat at added monetary cost and waste of time.
In this connection, he called upon Governor Ajay Kumar Bhalla, Chief Secretary Prashant Kumar Singh, Secretary of Land Resources Manipur Namoijam Kheda Varta Singh, Director of Settlement and Land Records Manipur P Gojendro Singh and DC Thoubal Ahanthem Subash Singh to restore the AS&SO-X Thoubal to its former location at Thoubal DC Office Complex.
Additionally, the TDBA president also urged the relevant authority to address the unavailability of Rs 10, Rs 20, Rs 50 and Rs 100 Indian Non-Judicial Stamp Paper at the SubRegistrar Office, Thoubal.
Further he called for timely distribution of Antyodaya Anna Yojana (AAY) rice to the public and payment of honorariums to the agents through deposits in their bank accounts to ensure transparency.
