DESAM flays

The Democratic Students' Alliance of Manipur (DESAM) has slammed the Government for allegedly protecting the culprits involved in purchasing 160 metric tonnes of paper without watermarks for the Board of Secondary Education Manipur (BOSEM) .
The papers without watermarks were purchased to be used as BOSEM's answer sheets and for printing textbooks in December 2025 when the State was under the President's Rule.
Even though complaints have been made repeatedly regarding the purchase of sub-standard paper without watermarks, the Government has not yet taken up any action, DESAM said in an open letter addressed to the Chief Minister.
Giving a list of the series of agitation staged by them seeking justice to the 'paper scam', DESAM said they were told by the Education (S) Commissioner that the due file process had been completed to institute a high level investigation and the file had been submitted to the Chief Minister.
The Commissioner added that the file submitted to the Chief Minister had not been released, according to the student body.
The DESAM urged the authorities concerned to bring out a detailed account of where the 160 metric tonnes of paper without watermarks are kept and how much of them have been used.
It said that the 160 metric tonnes of paper without watermarks are not in the storeroom of BOSEM .
It then urged the Chief Minister not to protect culprits of the fraudulent deal executed during the President's Rule but deliver justice.
