'All 161 GPs have functioning offices'

Imphal, July 28 2016: All the 161 Gram Panchayats in Manipur have now functioning GP Ghar/Bharat Nirman Rajeev Gandhi Seva Kendra manned by a Panchayat Secretary, ADEO and Gram Rozgar Sevak, said Dr K Shyamsunder, Director, Rural Development and Panchayati Raj during a press conference held here today at DIPR organized by DIPR.

There are 69 blocks including 28 new blocks and under RGPSA/RGSY, 17 new Gram Panchayat Ghars have been built at Sonapur, Borobekra, Khangabok Pt III, Khurai Chingangbam Leikai, Pukao, Bamon Kampu, Kyamgei, Bashikhong, Kanglatongbi, Naoriya Pakhanglakpa, Mongsangei, Heirok Pt 1, Maibam Uchiwa, Hiyanglam, Phubala and Khoijuman Kwasiphai at the rate of Rs 15 lakh per GP Ghar.

One State Panchayat Resource Centre (SPRC) is also being constructed at Porompat.

Four District Panchayat Resource Centres (DPRCs) are constructed at Imphal East, Imphal West, Thoubal and Bishnupur.

These would act both as office of the district Adhyasha as well as training centres.

Birth and death registration is being implemented recently through the Panchayat Secretary (Sub-Registrars) in Gram Panchayat.

National Panchayat awards have been received for two GPs namely Toubul and Phayeng GPs (2015) and Phayeng, Phubala, Khundrakpam and Lourembam GPs (2016) for being one of the best panchayats in the country.

Under 3rd State Finance Commission (SFC), Rs 23.68 crore was released to the Gram Panchayats and Zilla, under 13th Central Finance Commission, Rs 102.81 crore was released to the Gram Panchayats and Zilla Parishads in 2010-15 and under 14th CFC, Rs 22.25 crore was released to GPs in 2015-16.For 2016-17, a total sum of Rs 26.25 crore is expected.

A total of 3731 new roads have been connected out of the targeted 4229 so far under Pradhan Mantri Gram Sadak Yojana (PMGSY) said, N Bapuchand, CE, MSRRDA.

Manipur State Rural Roads Development Agency (MSRRDA) took up PMGSY works in 2000-01 with conversion of some works started under Basic Minimum Services (BMS).

The objective would be to connect eligible unconnected habitations with a population of 250 persons and above.

PMGSY envisages providing new road connectivity to 654 unconnected eligible habitations in Manipur by constructing about 6000 km of road length including 20 pc up-gradation of existing roads.

As on June 30, 2016, 1157 works have been completed out of 1544 works sanctioned by Ministry of Rural Development, Govt of India at the cost of Rs 1422 crore.

Connectivity has been provided to 440 eligible habitation out of 549 approved by the MoRD, GoI.

Out of 6720 km of sanctioned road length at a cost of Rs 2331 crore, 4887 km has been completed.

For the year 2015-16, an amount of Rs 297 crore was allocated by the Ministry of Rural Development, Government of India for the State as an enhanced allocation which was based on past and present performance.

The achievement in terms of road length during the year was 544 km against the target of 390 km (revised) as set by the MoRD, GoI.

For the year 2016-17, completion target in terms of road length is 790 km which is 2.16 km of average construction of road length per day and an amount of Rs 402 crore has been allocated by the MoRD, GoI for the State.

The Ministry of Rural Development, Government of India introduced guidelines of DRDA administration wef April 1, 1999 and was launched in the State on Nov 18, 2002. Out of Rs 267.91 lakh sanctioned by the Ministry, an amount of Rs 48.83 lakh has been released to the districts.

The remaining amount of Rs 219.08 lakh as Central share is under process with Finance Department alongwith State Matching Share of Rs 23.22 lakh.

The Government of India has visualized housing for all by 2022 under the existing Indira Awaass Yojana which has renamed as Pradhan Mantri Awwaas Yojana- Grameen (PMAY-G) and the unit cost for each house will be increased to Rs1.30 lakh each from this year onwards from the earlier Rs75,000 per house.

Another important factor under the renamed scheme of PMAY-G is that identification of beneficiaries will be done from the housing shortage data of SECC 2011.As per SECC 2011 data, Manipur has housing shortage of about 39000 .

As compared to 3133 houses allocated for Manipur by the Ministry last Financial Year, this year, the allocation is 8459 houses, ie, more than double of last year.

An amount of Rs 1057.38 lakh was received as 1st instalment under IAY 2015-16 which has been transferred directly into the accounts of beneficiaries as per Ministry's instructions.

L Kiran Kumar, Under Secy, MGNREGS said the MGNREGS was launched in Tamenglong and further extended to Churachandpur to Chandel and to all the districts.

So far 536668 job cards have been issued and the total days generated in the current year is 13.13 lakh with a total expenditure of Rs 4013.12 lakh.

The wage has been enchanced to Rs 197.The average days of employment was 100 in 2006-07 and it is 17 for the current year.

The percentage of SC worker is 2.71 while that of ST is 43.92.The amount proposed for 100 days to 531971 job card holders is Rs 183831.21 lakhs.

The present allocation for each MLA is Rs 100 lakh per year given under MLA Local Area Development programme.
